Jammu, July 2: Infamous for promoting corruption the erstwhile regime led by National Conference had gone out of way to favour a blue eyed firm, Tata BP Solar Power, proposals of which was accepted by Technical Education department, an year before the tenders were advertised. The Technical Education Department had invited tenders for design/supply/installation commission of 18 Solar Power Plants (SPVs) in 18 Industrial Training Institutes (ITIs) of Jammu and Kashmir in September 2012. In response to a RTI application filed by Dr Rehmatullah, the Technical Education department on 18/6/2015, furnished a reply of 83 pages including note-sheet of project, "Installation of off-grid Solar Photovoltic systems in ITIs through Ministry of New and Renewable Energy". The paragraph 11, of the note-sheet file reads as, "Tata BP Solar had submitted a proposal vide letter number TBP/AK/JK/TE/1/10-11 and TBP/AK/JK/TE2/10/1 dated 10/9/2011 for design/supply/installation and commissioning of 5/100 KWP solar power plants in 5 Polytechnics and 20 ITIs. The documents further revealed that the proposal submitted by Tata BP Solar plant was forwarded by Technical Education department to the Union Ministry of New and Renewal Energy and sought an amount of Rs.32.43 Crores for installation of off-grid Solar PV in 18 ITI's. Strangely, the Union government accepted the proposal of state government with tentative cost of Rs. 32.43 Crores on 7/3/2012 while Jammu and Kashmir Technical Education flouted tenders in September 2012 that too after General Administrative Department asked for it, but the proposal of Tata BP was accepted nearly an year before, pointing towards something fishy. "It is indigestive for everyone to find that proposal was accepted an year earlier before project of department was accepted by Union government and bidding process was initiated", Dr. Rehmatullah said. Alleging that it also seemed that under a well knitted plan, the other firms participated in the bidding process were neglected on one pretext or other and finally the project was also given to Tata BP. Allegations were also leveled against the then officials of Technical Education department for accepting huge kickbacks, from Tata BP for getting tenders in their favour, he said, and demanded a through probe into the entire matter to uncover the scam. Dr Rehmatullah further said that the Union Ministry had approved Rs 2 Crore per 100 kw for supply, installation, commissioning, testing (inclusive warranty and free maintenance for five years) of solar power plants, but the Tata Solar BP had quoted Rs 2.45 cores per 100 kw which means that the rates quoted by the bidder for 1400 kw where Rs seven crore exorbitant as compared to rates approved by the ministry. |
