PIO in CMO Kupwara denies info under RTI | Selections under NHM | | S.Tahir-Ul Haq Early Times Report
KUPWARA, July 2: In a brazen violation of norms, Public Information Officer of National Health Mission at Chief Medical Office Kupwara denied information to RTI applicant to hide conceal information about selections of various staff of National Health Mission. According to sources that, "The well qualified youth are wondering here and there in search of jobs, where as there are hundreds of boys and girls in Kupwara district who could have avail the benefits of their studies under various centrally sponsored schemes which are being run in the Health and Medical Education Department, but merely that remains a dream for them. In past we applied for various posts in the health and medical education department at the district and state level, for which we did many medical courses and were expected to get the selection on the merit basis, but that proved wrong, said sources wishing not to be named. Sources said that, "Finding fishy in the selection of various staff of National Health Mission (NHM) in Kupwara district, we tried to seek information under RTI Act 2009. RTI Applicant Jahangir Ahmad Dhobi S/O Abdul Gani Dhobi R/O Bumhama Kupwara filed Right to Information (RTI) application to Public Information Officers (PIO) office at Chief Medical Officer (CMO) Kupwara seeking information with regarding to inspection of all records from 2010 till date. Applicant tried to seek information for the selection of staff in Central Sponsored Scheme, National Health Mission but after a gap of more than one month PIO has denied him access of info on baseless and unlawful grounds, sources informed. It is pertinent to mention here that almost all PIO's in the different government offices of district Kupwara are misguiding the information seekers as to hide their embezzlements, misappropriation and scams in various schemes, sources alleged. RTI Activist Rasikh Rasool told early times that RTI Act Section 2(1) reads Right to Information which means that right to information applicant is accessible under act which is held by or under the control of any public authority and includes the right to inspection of works documents/ records. When asked about the violations in RTI Act, he said that despite section 2(1) provides the right of inspection to citizens, PIO has not only violated the rules of JKRTI Act but also proves that he has no knowledge of RTI Act. It seems that, PIO has also no knowledge of section 11 of RTI Act that RTI Applicant can also seek information through third party in which information of inspection can be accessed, said Rasikh. However the information desired by RTI applicant does not fall under third information, section 11 of JKRTI Act, Activist added. |
