Despite building in vicinity students of GHS Targain forced to sit in open | | | Early Times Report
RAJOURI, July 2:In what could be described as casual approach of the senior officials of district administration and education department, the students of Government High School (GHS), Targain in Budhal tehsil in Rajouri district are forced to sit in open for the last one year as the newly constructed school building has been locked ever since its completion by the land owner. "Not only holding classes in the open/under the trees or in the verandah of the new building, school administration also holding examinations in the open and students/teaching staff are subjected to face many difficulties during winter/summer and especially in rainy seasons," said Mohd Kabir, a student. On Wednesday after walking three kilometers the students of the school held a protest demonstration on Rajouri-Budhal road against the district administration / education department officials and also blocked the road for three hours. After the assurances by the Tehsildar Abdul Gani and SHO Kuldeep Raj that they will take up the matter with concerned higher authorities, students lifted the dharna after three hours. In 1954 Muneer Hussain, son of Mohd Abdullah resident of village Targain had donated a piece of land for the construction of the school building. Since then school was running in the old building and the education department in 2013 had constructed the new school building under Rashtriya Madhyamik Shiksha Abhiyan (RMSA) in the vicinity of old school building which was completed in 2014. Before the building could be handed over to the school administration by the contractor, Muneer Hussain locked it demanding a permanent job for one person of his family in lieu of land donated for the purpose. Even the school administration/education department officials failed to convert the land on the name of education department since all these years and at present the land is on the name of Muneer Hussain in revenue records and he has also approached the Court at Rajouri for relief. In the month of May this year Sukhpal Singh, SDM Kotranka after mounting pressure from the school staff/students and the parents had paid surprise visit to the school and had broken the locks of the rooms and directed the headmaster to conduct classes in the rooms. But, headmaster Mushtaq didn't take any initiative on the pretext that it would be 'contempt of court orders' if he enters the school building as Muneer Hussain, land owner has approached the Court for relief. Though the matter has also been taken up with the Chief Education Officer (CEO), SGHO, Budhal, SDM and Zonal Education Officer (ZEO) by the headmaster, the authorities concerned didn't bother to mitigate the problems of more than 300 students and even the school administration have to close the school whenever there was rain or any other natural calamity. "The demand of permanent job for one person of the family of Muneer Husain is not feasible as it is not possible for the Education department under any rule and no such agreement was made with Muneer Hussain when he had donated the land. However, to compensate the family Muneer was appointed as cook and his son as water carrier," said CEO, AH Fani. "The matter has been taken up with Deputy Commissioner Deepati Uppal today and she has directed the CEO to lodge a case against Muneer Hussain and also to ensure that the classes are being held in the rooms," said SDM Sukhdev Singh. |
