Many projects of Rev Deptt incomplete, thanks to admn apathy | | | Arun Singh Early Times Report Jammu, July 17: As many as four projects of the Revenue Department are incomplete and running way beyond the deadline, putting burden on the state exchequer. In 2012, work began on Mini Secretariat Complex Poonch and was to be completed in 2014. It's however still incomplete due to paucity of funds. The complex was sanctioned under Special Task Force programme State Plan for Jammu division for which an amount of Rs 10 crore was earmarked and land measuring 22 kanals was acquired near the District Police Lines. The compensation cost of land acquired for project execution works out to Rs 4.40 crore. Out of this, an amount of Rs 2.20 crore was disbursed to the land owners. But the compensation amount was paid out of Rs 5 crore released during 2011-12 for construction of the Mini Secretariat, sources told Early Times. They said while an amount of Rs 10.00 crore only was earmarked for construction of complex, the cost estimates have been prepared at Rs. 13.70 crore and this project cost does not contain the provision for land compensation. Given this situation, the total cost of the project has swelled to Rs 18.10 crore. Sources revealed that the papers for accord of administrative approval for construction of the Mini Secretariat Complex were submitted by Chief Engineer, (R&B) Jammu to Public Works (R&B) Department, which however is still awaited. Similarly, the construction of Mini Secretariat Kishtwar is stuck for some years. "Work on the project is going on for the last six years and is still incomplete due to meager funding or incapacity of the JKPCC in accomplishing the task within the stipulated time," sources said. "The Revenue Department has not obtained administrative approval and technical vetting of the projects," they added. Moreover, the construction work of boundary wall along a particular section of the complex has stopped due to a dispute, with a local claiming ownership of some portion of land acquired for construction of Mini Secretariat Kishtwar. Meanwhile, for Mini Secretariat Kulgam in Kashmir, land measuring 96 kanals near the district headquarter was acquired. The project is however yet to get administrative approval.
