Pvt B Ed, ETT Institutions throw rules to winds

Jammu, July 17: Throwing rules framed by by the Jammu University, Board of School Education (BOSE) and the state administration to winds, a large number of private B Ed and Elementary Teachers Training (ETT) institutions continue to run their business under a well knit nexus. A report submitted by the inspection committees constituted by JU revealed that many colleges are running ETT courses without the university's prior permission on the same premises where B Ed courses were being run. Meanwhile the JKBOSE documents revealed that there are many institutions which are running ETT courses from the same premises.
As per the Statute 63(2) (b) of Chapter-IV of the University Calendar, 2010, the private college can face disaffiliation if the "building or part thereof used for running other courses or for running other courses or for any other purpose without prior permission of the university".
The matter about violation of norms by three private colleges was reported to the Vice-Chancellor but the authorities could not take any action since the "violators" had denied they were running any ETT courses on the same premises where BEd course was being run. The sources claimed that there is a well-knit nexus between some officials of Jammu University with the management of these institutes. It could be gauged from the fact that whenever inspection teams went to assess the infrastructural deficiencies or check violations in these institutes, they (violators) managed to remove the ETT display boards from the buildings and the inspection teams had to return empty-handed since they would know about the surprise visits well in advance, they added.
While talking to the Young Bites, a senior JU official said, "According to the rule, all ETT institutions should have sought NOCs from Jammu University which they did not do. It is mandatory for BEd institutions to get NOC from the University to run other courses from the same building. Following the reports of our inspection committees, we initiated action and reported the matter to the higher authorities."
Meanwhile, assessing the sensitivity of the case, the Jammu and Kashmir High Court in an order said it hoped that the authorities concerned would chalk out a comprehensive policy for granting permission for setting up of elementary teacher training (ETT) colleges in the state.
"In order to arrest further deterioration in the education system in J&K, the authorities have to chalk out a comprehensive policy for granting permission for setting up of ETT colleges and further for grant of permission for running the courses in these institutes," a division bench of the High Court said in its orders in a PIL today.
The court said for ensuring the physical presence of students in ETT colleges, the authorities needed to adopt some corrective measures.
"We hope that the state government will take all necessary steps and measures and ensure that the laws are strictly enforced and what has happened in the past is not repeated in the future," the bench added while directing the Commissioner Secretary to the Government, Education Department, to file a report in the light of the observation made in the order.
The court has also directed the Commissioner Secretary, Education and J&K Board of School Education authorities to strictly adhere to the norms for permitting and setting up of ETT institutions and for conducting their affairs.
A top BOSE official informed, "Earlier, a two-member Abrol and Sain Inquiry Committee report into the functioning of ETT colleges in the state, which was appointed by the BOSE, had concluded that Elementary Teachers Training (ETT) course and ETT colleges being run in Jammu and Kashmir were a big fraud and scandal.
"But till date, none has been done in this regard, so that the thousands of students aspirant to get such courses through these colleges can get some respite from this nexus," he added.
