Jammu, July 17: While the coalition in the state boasts of running good governance, the ingenuity that runs beneath- underlying in the administrative stratum has many stirring felonies to roll out. The glaring example is an open affair in the divisional engineer's office at Noushera division where tendering of works for rodas making and repairs contain some fishy deals which exposes to threads the claims of transparent governance. Sources reveal to Early Times that tendering of works in the Divisional Engineer Mohammad Parvez Iqbal's office that are due to be advertised for filling have a missing link that points towards the infidelity committed towards the genuine tender seekers by the Divisional Engineer. PWD in its recent order has released roads works and repairs for Noushera division, the e-tenders of the same would be advertised on July 20. "The serial number for the e-tendering is 25, 26, 27, 28 and 30 while the missing 29 no has been kept in abeyance for manual tendering that amounts above than Rs 1 lakh as is required in e-tendering," said the sources, adding that the incumbent DE shares close liaison with the PWD minister Altaf Bukhari and has dared to miss the serial no 29 to be advertised as the manual tender. The conspicuous inclusion in tender serial no 29 is that all tenders to be released under this category are of Rs 1 lakh or above the amount of Rs 1 Lakh. The disclosures of the amounts of five tenders contained in serial number 29 include first tender priced at Rs 4, 10,00 followed by second amounting to Rs 4,30,000, third of Rs 3,80,000, fourth worth Rs 1,20,000 and the fifth amounting to Rs 1,00,000. As per the June 2015 decision of the government, no tender exceeding the amount of Rs 1,00,000 could go manual as they have to be placed under the e-tendering procedure only. It is also alleged that the Divisional Engineer enjoys good rapport with the contractors and high-up business clout in the division and goes against the ministerial order also to appease his blue-eyed in the wake of hefty commissions received by him. When asked, the chief engineer Alok Kumar Mengi said that any amount exceeding the stipulated amount of Rs 1,00,000 should be treated under the e-tendering and fault found anywhere in the process would be seriously taken cognizance of. This reporter however did not disclose the facts and figures to Chief Engineer apprehending that getting knowledge of its thievery being broken; the divisional engineer's office may come into swift action and rectify the damage. |
