Hotel accommodation for Move employees in Srinagar: A deep rooted nexus of vested interests | | | Abodh Sharma

Jammu, Oct 11: Boarding and lodging of the Darbar move employees of the State Government at summer capital Srinagar is turning out to be a big scam to which state Government and its transparency agencies have assumed a stoic silence. Sources in the government divulge that the very fact that the government has not mulled constructing residential quarters for the move employees for so long and is spending crores on the boarding and lodging of thousands of its employees who move to summer capital Srinagar is indicative of a conspiracy and nexus between influential hotel lobby of the Srinagar, Estates department and vested interests within the government who are benefitted illegally by this 'disarrangement'. "Government would have easily constructed a residential colony in lieu of huge boarding and lodging charges it pays for move employees every year and thus saved the state exchequer from bleeding due to this Darbar move" said a senior officer of the State Government pleading anonymity. Over six thousand employees including gazetted and non gazetted employees, security personnel deputed with the Ministers, legislators and senior officers of the State Government are accommodated in hotels of Srinagar by the Estate Department which is notorious for its shady working. As per the arrangement, while gazetted officers are provided single occupancy, non gazetted officers are accommodated on twin sharing basis, while the boarding charges have been uniform @Rs. 220/- per day per head. The hotel rooms are charged @ Rs. 12000/- to Rs. 18000/- per month, amounting to crores of rupees each year. Employees complain that most of the hotels hired by the Estates Department are residential buildings, modified to shape as hotels to make a mullah in connivance with the officers/officials of the State Department, who reportedly have huge cuts and commissions in the entire plot. "Most so called hotels san basic parameters of sanitation and cleanliness and have been hired only due to owing ulterior motives" complained a gazetted officer, lodged in a hotel at uptown area of Srinagar. Besides the questions of alleged financial misappropriation and poor condition of the hired hotels and boarding facilities provided by them, many employees have complained that they are constrained to live without their families during their stay at summer capital, which is totally inhuman. "I have been lodged with my colleague on twin sharing basis in a dingy room and we cannot call our families to join us even for a few days" said a move employee. " Had there been a residential flat, we could have called our families to join us at least for a few days when our children have summer vacation" he added.
