Equipment worth Rs 46 lakh meant for 4 ITIs diverted to other programmes

Jammu, Oct 17: The Directorate of Technical Education, J&K, diverted equipment worth Rs 45.79 lakh meant for its four Industrial Training Institutes to other programmes, violating the guidelines under Vocational Training Improvement Project (VTIP).
As per norms under the skill development programme, the funds allocated for the scheme were not to be used for other purposes "under any circumstances."
"Shockingly, the Directorate of Technical Education, flouted the guidelines and issued the goods/ equipment, furniture and books worth Rs 45.79 lakh, which had been purchased for four ITIs, to other non-VTIP programmes, hence defeating the purpose of scheme," sources told Early Times.
In other instances, the Directorate of Technical Education purchased goods/equipment worth Rs 46.13 lakh during 2009-13 for seven it is. The equipment was not, however, issued to the training centres as of March 2014, again defeating the purposes of optimum utilization of equipment procured.
Moreover, the Directorate of Technical Education, had been instructed as per procurement manual which envisages that in case the state government decides to utilize the services of Public Work Department (PWD) or any other competent agency for civil works, no fee should be paid to them under the project.
"But the Directorate got the civil works executed in four ITIs through SICOP, for which agency charged of Rs 14.05 lakh which was paid to it in contravention of the guidelines," sources said.
The Centre had launched VTIP in 2007 with a strategy to establish Centers of Excellence (COEs) and upgrade the training of conventional trades in ITIs to produce multi skilled workforce of world standard through public private partnership mode by formation of Institute Management Committees (IMCs) with private sector participation.
