Ansari seeks tax on vehicles entering twin capital cities

SRINAGAR, Oct 17: Police today created history in Kashmir by hosting a first ever daylong event, where everyone ranging from intellectuals to traffic experts, to students and bus drivers, were invited and allowed to share their views with the Government top brass including Ministers on the topic of traffic management.
The event titled "Traffic Management in J&K" was inaugurated by Member Parliament Mehbooba Mufti while Finance Minister Hasib Drabu, Transport Minister AG Kohli and Sports Minister Imran Raza Ansari were also present.
But for BJP leader and MoS Finance, Pawan Gupta who joined the event later in the afternoon it was time opportune to take dig at R&B Minister Altaf Bukhari who too had come for the valedictory function.
Condemning that the roads in Jammu were in bad condition, Gupta said other day he was driving down to a shrine when his car hit a pothole. "The axle broke and the tyre was damaged and it had to be taken to workshop for repairs. But at the workshop, we were shocked that six more vehicles had met the same fate as the tyres were lying in queue for repairs," Gupta said.
"I am sorry to say that your engineers have failed to provide good roads to the people," Gupta continued while looking towards Bukhari who was sitting on the dias.
Gupta said if Bukhair was really interested to bring in transparency, he should immediately enforce norms that if accident happens because of fault in the roads, the concerned engineers should be booked.
This left Bukhari apparently red-faced. To Bukhari's rescue, came party colleague and MoS Housing and Power Mohammed Ashraf Mir who was also present in the seminar when he said: "I will not say Bukhari Sahib Hamaray road Kharab Hein… But yes we need improvement," Mir said while smiling towards the audience.
Earlier in the day while inaugurating the seminar spanning over three sessions Mehbooba Mufti said "traffic management is something to my heart."
The event was organized by J&K police through its Institution of Studies Learning and Analysis (ISLA). "ISLA has a layered meaning, we all must compliment them for the endeavour," said Mehbooba.
Sports Minister Imran Raza Ansari said to reduce congestion of vehicles it was time to introduce taxation on vehicles entering the twin capital cities on Jammu and Srinagar.
The panelists including experts on traffic said it was for the first time that such a seminar was held where everyone was given a chance to express his views in a free and frank way.
As the seminar was going on, one of the invitees accused Army of hampering smooth movement of civilian traffic in Kashmir. ADG Armed SM Sahai, who was the host and happens to be Director ISLA said only Army could reply the question. In no time, a team of senior army officials arrived at the SKICC venue and cleared the air.
"Some people do make complaints but we have so timed our convoy timings that most of our vehicles tend to clear the bottleneck at a time when peak hour is not around," said the Army official.
IGP Munir Ahmed Khan in his address said "VIP culture" is an impediment in the smooth flow of traffic."
The panelists including Chief Town Planner Kashmir, and VC Jammu Development Authority threw light on improvement of traffic management while a resource paper was formulated at the end of the event. Sahai said the paper, which has recommendations for traffic improvement in Jammu and Srinagar will be submitted to the Government.
It is first such program hosted by ISLA, which was constituted by then DGP Kuldeep Khoda way back in 2008. Khoda said ISLA is a think tank registered with J&K Government, whose membership is limited to senior functionaries of the Govt of J&K, Govt of India, and the eminent members of the Civil Society of the State, having extra ordinary expertise in social, political, cultural issues having a bearing on public life.
He said one of the objectives of the ISLA was to organize "lectures, discussions, seminars, conferences and workshops on the subjects of general interest with a view to diffuse useful knowledge."
He said ISLA was also undertaking research projects and award fellowships according to standard operating procedures formulated by the council.
A police official said similar function would be held in Jammu as well.
