Unregistered NGOs file fake complaints | | | Asif Iqbal Naik Early Times Report Jammu, Oct 17: The mushroom growth of self styled unregistered Non Government Organizations (NGOs) in many districts of Jammu and Kashmir has become a headache not only for government, but also for many prominent, social activists and businessmen, as many such NGOs are filling fake complaints against respected persons of the society to settle their personal scores. As per the details available with "Early Times", NGOs in Jammu and Kashmir are registered under Jammu & Kashmir Societies Registration Act, 1998 Vikram Samwat and for every NGO filing of Memorandum of Association and certified copy of Rules and Regulations (Sec. 4) are compulsory to be filed with the Registrar of Societies at the time of seeking registration, but many NGOs under the very nose of police and administration are running without any registration. These NGOs besides filing fake complaints issue issued press statements to media houses on various issues, including controversial issues that can spread communal hatred in the society. These unregistered NGOs in some cases participate in the meetings with police or administration, but at the same time before meeting the members of these unregistered NGOs, neither District administration or police officials check their registration and entertain them in their offices. In many cases the local police station too has no record of these self styled NGOs as before granting registration to any NGO, police verification and their political affiliation is also a compulsory under the registration act. A senior official in Kishtwar informed the "Early Times", that many times his office receives complaints on the names of various NGOs through registered posts against government officials, prominent persons, media persons, but after scrutinizing these anonymous complaints majority of them are found wrong and complainants remain untraced. The complaint cannot be processed till the complainant gives his statement. Similarly many social and political activists claims that they have received summons from certain officers on the complaints of some NGOs who are unregistered. "It is matter of great concern that certain officers instead of concentrating on routine public work are busy in entertaining false complaints from unregistered NGOs which not only amounts to harassment to peace loving citizens of Kishtwar but also reflects the inefficiency of the officers who are falling into the honey trap of these unregistered NGO's" said Wasil Doolwal, youth leader PDP. He said that the matter has come into the notice of the party. "PDP government is committed to safe guard the rights of common people and such illegal practice of some self styled officials entertaining complaints from self styled NGOs will not be tolerated." |
