Former MLA Doda in dock as SAC takes note of his 'misadventures'
Made mockery of Municipality Act 2000, ignored official procedure

Jammu, Oct 17: Former MLA Doda, Abdul Majid Wani made a mockery of Municipality Act 2000, and got the works recommended by him to the tune of several hundred lakhs, approved by the former Director Urban Local Bodies (ULB), ignoring the works forwarded by the then President of Municipal Committee Doda.
They said when the tenure of the Municipality ended the works were approved by Director ULB after the Executive Officer forwarded them in consultation with Administrator to him. Thus ignoring the set procedure, that works were to be approved by the then Deputy Commissioner Doda.
Former Vice-President of National Conference and RTI Activist, Dr. Rehmatullah Khora has filed a case against Abdul Majid Wani in the State Accountability Commission (SAC), for misuse of official position and power with ulterior motives.
The documents in possession of Early Times reveal that Dr Rehmatullah through RTI has obtained vital information about the works that were allotted through the then MLA Doda, Abdul Majid Wani and were approved by the then Director Urban Local Bodies, besides throwing the works forwarded by President of Municipal Committee Doda into dustbin, forcing the president Zaffarullah Rather to file a case in Vigilance Commission against the then Director ULB, Khurshid Ahmed Bhat.
Dr. Rehmatullah, has maintained that the president of MC Doda, had approved the works after due deliberations with respective ward members as per Municipality Act but majority of them were not approved.
"In collusion with Executive Officer MC Doda, the MLA Doda, Abdul Majid Wani had hijacked the powers of duly elected President Municipal Committee, when it was functional. He approved many works which were not required but only to take political mileage", Dr Khora has submitted before SAC.
Moreover, when elected Municipal committees ceased to exist, the then government had issued an order, according to which, the Additional District Development Commissioner was made as Administrator, who was authorized to approve the works. "But the then MLA Doda, in league with Executive Officer and the then Deputy Commissioner Doda, got works to the tune of Rs. 270 Lakhs approved", Dr. Rehmatullah has submitted in his application.
Moreover, the then MLA Dr Abdul Majid Wani also managed an application from a few citizens of Doda, addressed to the then Deputy Chief Minister recommending works need to be done.
In this way, Dr. Rehmatullah has maintained that the then PWD Minister Abdul Majid Wani had misused his position and had undermined the authority of Municipal Committee.
State Accountability Commission has taken the cognizance of matter and notice has been issued to the former MLA and the next date of hearing has been fixed as November 12.
