Year on, flood victims await second installment announced by PM

Jammu, Oct 20: Much to the disappointment of thousands of flood affected people of Jammu and Kashmir, the central government has not released the 2nd installment of Rs. 1000 Cr announced by the Prime Minister Narendra Modi during his visit to flood affected areas of the state soon after September 2014 deluge.
As per the details available with "Early Times", The Government of India had announced an assistance of Rs. 1000 Cr to state government in addition to Rs. 1100 Cr that was pending with the state government under SDRF.
According to the SDRF norms, the state government received only Rs. 1100.00 crores out of promised 2100 crores by the union government and as such there is balance of approximately Rs.1800 crores including additional Rs. 1000 crore financial assistance announced by the Prime Minister in addition to Rs. 1100 crores lying unspent with the J&K government to be provided by the Ministry of Home Affairs out of NDRF. However, the claim of the State Government to seek funds out of NDRF was brought down by Ministry of Home Affairs from Rs 2900 crores to Rs. 1600 crores, but at the same the union government agreed that in respect of the public infrastructure, the newly created NITI Ayog, would have considered prima facie four categories of proposals contained in the Rehabilitation package submitted by the State Government which have been communicated admissible for medium and long term reconstruction efforts which include Rs. 6481 crores for permanent restoration of damaged public infrastructure, Rs. 4038 Crores for two projects for flood management of Chenab and Jhelum rivers under Irrigation and Flood Control, Rs. 155 Crores for strengthening and purchase of equipments for State Disaster Management Authority (SDMA) and Rs 100 crores for establishment of two emergency operation centers one each at Jammu and Srinagar, but the union government did not fixed any deadline for release of the funds under these four categories.
The government of Jammu and Kashmir has been making promises that extra relief would be provided to the flood affected victims, but due to lack of resources, the state government is totally dependent on union government for the financial assistance and has even submitted a Comprehensive Rehabilitation package involving Rs. 44000 Crores to union government for consideration which includes funds under Special financial package and funds out of NDRF as per existing norms of MHA.
The government of Jammu and Kashmir as per existing norms distributed the compensation to the flood affected people at nominal rate under SDRF which include Rs. 75000 for fully damaged Pucca house, Rs 17600 for Kachha house, Rs. 12600 for partially damaged Pucca house, Rs. 3800 for severely damaged Kachha house, Rs. 3800 for partially damaged houses, Rs. 2300 for partially damaged Kachha house, Rs. 1500 for cattle shed and Rs. 3000 for huts damaged.
However under PMNRF the compensation was paid at the rate of Rs. 1 lakh for fully damaged Pucca house, Rs 50000 for Kachha house, Rs. 50000 for partially damaged Pucca house, Rs. 10000 for severely damaged Kachha house, Rs. 25000 for partially damaged Pucca houses, and Rs. 5000 for partially damaged Kachha house, however in its memorandum on special package of Rs. 44000 Cr submitted to Government of India by the state government, exgratia relief at the rate of Rs. 9 lakhs has been demanded for fully damaged Pucca/severely damaged houses, Rs. 6 lacs for fully damaged Pucca houses, Rs. 4 lakhs for partially damaged Pucca/Kachha houses and Rs. 1 lakh for damaged cow sheds, but said proposal submitted by the state government to government of India even after a year is still awaiting the nod from PM Modi government and to the disappointment of flood affected victims; the proposal might not see the light of the day as government of India is in no mood to approve this proposal that can judged from the fact that union government even after more than a year fail to release Rs. 1000 crore to the state government promised by none other than Prime Minister.
Pertinently, many flood victims had turned down the nominal compensation paid to them by the state government and had demanded compensation at par with the damages suffered by them.
