Jammu, Oct 23: A sensational disclosure that led to tumbling off the skeletons from the medical health department is all set to bring forth a 'extremely clandestine' exercise executed by the Revenue department in alleged connivance with Public Service Commission to benefit category candidates who already are highly paid and have gone for more higher income slab by fraudulent means.
The unbelievable documents in possession with Early Times reveal that there are large number of beneficiaries in RBA, ALC , OBC and other category health personnel serving in the department while going for B-grade posting in their department have covertly concealed their already existing income slabs while producing the category certificate and getting through in the exams to reach more higher income slabs.
As per the strictures attached to the appointments and promotions of the reserved category candidates, the rules say that those possessing an income slab of Rs 4,25,000 annually after having PSC selection , in order to go for higher income slabs through PSC again cannot be beneficiaries of category certificates.
But the evidences available point that many of such category candidates who are already PSC qualified and having income touching even Rs 7,00,000 annually have fraudulently managed category certificates from the revenue department and forged the PSC qualifications for consultants selection.
"For categories certificates, except Schedule Cast (SC) there is income bar of Rs 4.25 lac per annum that means no one can avail category certificate if family income crosses 4.25 lacs per year but in the cases here have most of the in-service candidates who are posted in different hospitals and have more than Rs 4.25 lacs income", said a source.
"In recently declared results of Public service Commission (PSC) for consultants in different departments of Health almost all selected candidates in different departments of Orthopedics, Medicine, Gynecology, Pediatrics are already doing govt job as Medical Officer in the Health Department and their own govt pay exceeds more than 6 to 7 lakhs per year," informed the sources adding all candidate fraudulently managed their category certificates either by bribing tehsildar of concerned area or misrepresenting".
Some of the selected candidates of orthopedics in RBA list are presently posted in Ramban, Rajouri, GMC Jammu, and Kashmir and have produced fake category certificates.
All are doing govt job can be checked upon at health service website to enquire into their posting, year of the job placement and monthly pay they are drawing .
"We are concerned about their date of joining and the place of posting. We are not in the loop about their other credentials which the state government has to take the call on," said B S Pathania , Director Health Services. "We are not in knowledge of such exercise. Any complaint in this regard coming our way would be scrutinized," said Lateef-us-Zaman Deva, commissioner PSC. |
