Joint Commission succumbs to land mafia | Fails to submit list of land grabbers | | Akshay Azad Early Times Report JAMMU, Oct 23: Writ of land grabbers has been running large in Jammu, who have succeed to exert so much pressure on the Joint Commission-constituted by Divisional Commissioner Jammu to identify grabbers of state and Nazool land in and around Jammu city-that it has failed to submit report after lapse of more than a month. Sources informed Early Times that following reports of land grabbing in and around city, with active connivance of Revenue and Police officials, Divisional Commissioner Jammu Dr. Pawan Kotwal on September 17 had constituted a Joint Commission to identify the encroachers for taking stringent action within shortest possible time. "R K Shavan, Regional Director, Survey and Land Records, who is also Ex-Officio Settlement Officer, Jammu was made chairman of Commission while Director, Land Management Jammu Development Authority, Assistant Commissioner (Revenue) and Assistant Commissioner (Nazool), Jammu were made as members", sources said, adding that the Commission was asked to submit first report on 25th of September. Sources said, soon after Commission's constitution, the Land grabbers including retired and in service bureaucrats, police officials and politicians started exerting pressure and achieved first success when Chairman of Joint Commission, RK Shavan was removed from the chair. "It was very unfortunate and surprising that RK Shavan was removed without given any justification by Divisional Commission", sources said, while signaling towards political power and patronage being enjoyed by the land grabbers. Sources further said that in the meantime, a serving senior officer also knocked the doors of Revenue Minister Javed Mustafa Mir and tried to play religion card and appealed before him to remove RK Shavan, terming him as against a particular religion. "The lobby of land grabbers accomplished their goal by removing RK Shavan and at the same time, it has been learnt that directions were also issued to Revenue authorities to go slow on the case", sources said, adding that the Joint Commission was asked to submit first report on September 25 but no such report was submitted to Divisional Commissioner by the Commission. Sources further said that the charge of Commission has been given to Deputy Commissioner Jammu, Simrandeep Singh, who was also an honest officer but under a well planned conspiracy, the charge has been given to him so that he would fail to submit the report, due to tremendous workload and pressure from the land grabbers lobby. They further informed that vast stretches of government as well as Nazool land has been either encroached and efforts were still on to encroach land and if fairly probed, a huge nexus of retired as well as serving bureaucrats, police officials, politicians would be exposed but there were very bleak possibilities. Deputy Commissioner Jammu, Simranjeet Singh's cell phone was switched off. Divisional Commissioner Pawan Kotwal, said that Joint Commission has failed to submit report, adding that later the charge of Joint Commission was given to Deputy Commissioner Jammu, who was likely to submit report in the first week of October. |
