FD abandons ICT project midway | Rs 71 lakh go down the drain | | Arun Singh Early Times Report JAMMU, Oct 23: The Forest Department has abandoned Information, Communication and Technology (ICT) project midway. The project was launched three years ago and after spending Rs 71 lakh, the project has been abandoned. Sources told Early Times that the State Forest Department had started the Information, Communication and Technology (ICT) project in 2012 at the estimated cost of Rs 10.89 crore, aiming at organizing, planning, implementation and monitoring of forests and other related operations by systematic collection, storage and retrieval of Management Information System and GEO spatial data through a computer based communication network. "The project had to be completed within three years from the commencement but shockingly after spending on the procurement of hardware and software valuing Rs 71 lakh, department did nothing for its completion and the project has been abandoned midway," they said. Furthermore, the project was started in sheer violation of norms as the project was being carried out without any technical evaluation and consultancy from the competent authority despite release of money, they disclosed. "The project was of the great significance in terms of streamlining all affairs of Forest Department including operations, retrieving all kinds of information and more above to bring transparency in the department," they said. Besides this, despite constitution of high powered committees by the Forest Department for taking all important decisions but the Executive Committee and Steering Committee did not hold periodic meetings. "As per norms, Executive Committee and Steering Committee had to hold its meetings after every six months but Board of Governors after its constitution 2011 had met only twice in May 2011 and January 2013 till date," they added. |
