HC directs law secy, Kishtwar DC to file updated status report | PIL to shift Kishtwar courts to DC office complex | | Early Times Report Jammu, Nov 3: In a PIL filed by Kishtwar Bar Association (KBA), seeking handing over of entire DC office complex, Kishtwar, to the district courts complex, Kishtwar, a high court division bench of Justice Dhiraj Singh Thakur and Justice B S Walia has issued direction to the law secretary and deputy commissioner, Kishtwar, to file the updated status report before the adjourned date of hearing. When the PIL came up for hearing, KBA's petitioners drew the attention of the bench towards the status report filed by DC, Kishtwar, pursuant to the court directions on the last date of hearing when the bench had ordered that in case the status report is not filed, the DC would appear in person. They submitted that the DC's status report leads nowhere as he has not disclosed in it how much time it will take for the completion of construction of mini-secretariat, Kishtwar, which would ultimately pave way for the shifting of the district court complex to the existing DC office complex, Kishtwar. At this stage the AAG, appearing for the DC, Kishtwar, submitted that the directions for shifting of courts had been issued by then chief minister orally and appropriate procedure had to be followed in this matter by the GAD and law department. He submitted that the DC of his own could not move to the new complex as it was still under construction and might take some time to complete. The deputy advocate general, appearing for the law department, sought a very short time to place the facts before the bench. The bench, after considering the submissions of both sides, directed the AAG deputy AG to file the latest status before the adjourned date of hearing and looking into the urgency involved in the matter directed the registry to list the PIL in the week commencing November 16, 2015.
