Staff of FC Revenue not transferred for over two decades | | | Ishtiyaq Ahmad Early Times Report srinagar, Nov 3: Various employees in the office of Finance Commissioner Revenue have not been transferred from their respective positions for the past twenty years, reveals a Right to Information (RTI) query. The information sought under RTI, by social activist Umar Javeed, reveals that more than twenty employees from the office of the Finance Commissioner Revenue (FCR) have not been transferred for more than 20 years. The RTI activist had also sought reasons for not transferring the employees under stipulated time as per rules In a reply to an RTI, the authorities said that since the office of the Financial Commissioner, Revenue is a State cadre and the Ministerial staff posted in this office cannot be posted in the Divisional or District cadre. Nonetheless, Umar Javeed, an RTI activist said that if the employees working in the Revenue Department cannot be posted to the other cadre then how the officials have transferred several employees whose names have been mentioned in the reply. Umar said that the reply they have provided is not satisfactory and as many as 50 employees have been transferred from past several years. "The authorities have simply violated the transfer norms and are trying to sweep the issue under carpet, which is unacceptable," Umar said. According to an RTI, the officials said that there are 71 Non-Gazzetted and Class IV employees working in the office. "Among 71, maximum of the employees in revenue office have not been transferred." Umar said that according to the reply, the authorities are denoting the Non-Gazetted and class IV employees among the Ministerial staff as they have said that only they cannot be posted to other cadre. "The authorities in the Revenue Department have simply failed to provide an answer under RTI as the answer they have provided is factually wrong," he said. He said that not transferring the employees is the root cause of corruption, which should be taken under serious consideration. Umar said that earlier he went to the GBO Srinagar for getting information where the information was denied by the authorities by saying that you have shown ambiguous address in the application, which is unacceptable. "With such issues, the information I was supposed to get in one month got delayed as on 17-03-2015 I submitted the documents for RTI and on 27-07-2015 I got the details sought under it," he said. |
