| Girls school at Leeran craves for chalk, matting | | | Sham

Rajouri, Nov 3: Despite required funds released (shown utilized by the in-charge headmaster) for purchasing of jute matting, chalks, buckets and black boards etc the students at government girl's middle school at Leeran under Darhal Education Zone crave for these items.
After several complaints and inquiry initiated by the Chief Education Officer (CEO),Rajouri vide CEO office letter No CEOR/16405-6 dt 19/1/15.
As per inquiry initiated by the ZEPO ,Darhal and report submitted to CEO by concerned ZEO (Darhal) vide his office letter No ZEO/D/1097 dt 30/10/15, the in-charge headmaster has utilized the funds (TLE/TLM & other) for the purchasing of these items but the items were missing from the school.
Not only this, as per ZEO report, the in-charge headmaster refused to provide the cash book/other required documents and deliberately remained on casual leave on the day of inquiry despite prior intimation.
Inquiry officer also mentioned in the report that all the required documents including cash book were lying with third teacher Munshi Khan who also refused to cooperate and submit the records. Besides misappropriation of the school funds the academic standard of the institution was also found very below from average as the students failed to read and write the matter given by the inquiry officer.
Despite sufficient funds provided to the concerned ZEOs and headmasters the students at government schools are not being provided jute matting, safe drinking water, toilet facilities ,good education (especially in rural areas).
Expressing his anguish over the report submitted by the ZEO related to Leeran middle school, Chief Education Officer , Ch Altaf Hussain has stopped the salary of headmaster and third teacher Munshi Khan.
He also directed ZEO/ZEPO to verify the schools records including cash books of SSA, Mid Day Meal (MDM) and other funds, and utilization of funds sanctioned in favour of this school and submit their report within seven days.
He also directed them to immediately purchase and provides jute matting, black board and buckets to the institution.
Meanwhile CEO has also stopped the salary of 7 teachers including headmaster of government high school at Ziarat Sharief for remaining on unauthorized absent from duties during surprise visit by Ch Altaf Hussain, CEO on 31/10/2015.
Besides headmaster , four teachers were on casual leave but their leaves were not properly sanctioned by the in-charge headmaster while fifth teacher was on unauthrised absent.
One teacher was found on deputation for the last two years which according to rules/regulations is unauthrised as a teacher can be deputed only for academic session support and after that he has to take sanction from 'deputation sanctioning authority'.
Headmaster who is on deputation to Pahari Hostel has visited the school only for three days between 25/7/15 to 31/10/15.
All the teachers including headmaster have been directed to explain their positions within three days positively. |
