HC grants ‘last opportunity’ to Centre
Rs 44000 cr package for last year's flood victims

Srinagar, Nov 4: The State High Court today granted three weeks time as "last opportunity" to centre government to disclose its stand regarding Rs 44000 cr package for last year's flood victims in the state.
Soon after hearing in a PIL filed last year by two advocates started before a division bench of court comprising Justices Mohammad Yaqoob Mir and Justice Al Mohammad Magrey, Assistant Solicitor General of India S A Makroo submitted an application stating that that the matter was under active consideration of the government and the decision is likely to be taken soon.
He submitted that three weeks time be granted to disclose the stand as the consultations are going on among Home, Finance and Planning department over the issue.
While granting the time as sought for by the ASGI, the division bench made clear that "on such count, no further extension of time will be granted."
For time being, the division bench also dispensed with the personal appearance of secretary, ministry of finance.
On last date of hearing, the court had directed personal appearance of the Secretary to Union Finance Ministry on November 3 if he failed to file response about the status of Rs 44000 crores package sought by the J&K government for relief and rehabilitation of flood victims.
During the September 10 hearing, Ashok Shukla, deputy secretary in the ministry of home affairs, in a status report had said that Rs 44000 crore was under consideration of the Indian finance minister.
"Out of the 1667 cr package announced in June this year by finance ministry, Rs 838 crore was announced on account of pending liabilities of the Prime Minister's Reconstruction Plan 2004, Rs 551 crore ex-gratia relief for repair or reconstruction of damaged Kaccha houses, Rs 59 cr for food subsidy and 172 crore for tourism sector," Shukla said had said.
The ASGI had also produced a letter from National Disaster Management Authority, stating that out of the PM Relief Fund, Rs 367.69 crores were released for damaged houses numbering 109258.
