Over 70% beneficiaries in Anganwari centres of state are fake: RTI
Whistle blower demands vigilance probe in alleged embezzlement in ICDS

Jammu, Nov 3: Sharing detail of the beneficiaries of Anganwari centres of Jammu, received through RTI, Balvinder Singh Convener Sangarsh RTI Movement -the whistle blower said that there is a large scale bungling in the Anganwari centres working under ICDS Director Mission as over 70 % of total beneficiaries are fake and has demanded vigilance probe in alleged embezzlement in ICDS.
To check the genuineness of the beneficiaries in the Anganwari centres, RTI activist Singh said that he got a list of pregnant ladies of few Anganwari Centres, from the PIO in the office Director Social Welfare Jammu along with the date of their delivery and place of birth of the child of each pregnant lady.
Thereafter, he filed another RTI application, to verify the information provided by the Social Welfare Department, in the said health institutions where their deliveries took place. "To his utter surprise the response from the SMGS, Hospital shows 58 out of 68 as fake deliveries and Govt Hospital Sarwal shows two out of three as fake deliveries while Govt Hospital Gandhi Nagar also shows 90% as fake deliveries, he added.
Terming it a major scam, Singh said while tabling official records said, "As per the information received under RTI, the Anganwari Center (AWC) namely Gurha Keran Lane- 9, shows only eight beneficiaries, AWC Kamal Nagar Keran - "A" shows only eight beneficiaries, AWC TRT Nagrota Zone - "B" shows ten beneficiaries and AWC Pamposh Colony Sec-1 Janipur shows 35 beneficiaries.
"The department has shown ration issued top the four said centre in its records 350 Kgs of Rice, 100 Kgs of Moongi, 100 Kgs of Channa, 50 Kgs of Sugar, 40 Kgs of Suji etc, he said and added, "official data also states that govt has 29599 Anganwari centres having 10,33,197 souls as beneficiaries."
Singh said, "The number of anganwari centres shown by the department is correct but the number of beneficiaries are totally fake as there are not more than 4 lakh beneficiaries only.
Singh further alleged that the J&K Social Welfare Department has used centrally sponsored scheme "Sabla" to enable the adolescent girls for self development and empowerment and to improve their nutrition and health status to issue rotten and expired items only.
Singh urged upon the Chief Minister of the State and Minister for Social Welfare, Bali Bhagat to shelve the plan of opening up of 3316 new 'on demand' Anganwari centres as the existing AWC's doesn't have the requisite number of beneficiaries as has been mandated by the Ministry of Child and Woman development. Balvinder further urged upon the Chief Minister of the State and Social welfare Minister to uproot corruption by handing big scam in ICDS J&K to the vigilance organization failing so he will file PIL in the High Court of J&K to stop the loot of the State exchequer by the concerned department in ICDS.
