Centre proposes doing away with interviews for jobs, J&K Govt 'negates' it | GAD changes nomenclature of word interview with 'oral test' | | Early Times Report
Jammu, Dec 13: J&K Government of which BJP is the ally is bent upon disposing everything proposed by the Union Government as a matter of national policy sought to be implemented all across the country. In what can be seen as sneering at recent decision of the Centre to do away with the tradition of interviews for jobs, PDP-BJP Government has brazenly negated this by simply changing the nomenclature of the word interview and replacing it with an expression 'oral test'. It has been mentioned in the fresh notification/SRO on advertisements for the non gazetted posts by GAD. Sources, said the GAD in this order has mentioned about these posts under several departments to be filled up after conducting written tests first which will be followed up by what has been stated as the 'oral test' of the shortlisted candidates. There is some confusion with oral test too as it is given to understand that for each post at least first five candidates in the order of merit would be shortlisted, sources said. However, biggest irony in this remains that while the precedence of conducting interviews for all non gazetted posts has been put to halt as per the directions from the Centre, J&K is yet again contradicting it ,albeit in a unnoticeable manner, said the sources while referring to the order of GAD. The directions from the Centre are being followed in breach by allowing the interviews under the garb of so called oral test with a motive, said the sources adding that it will allow those at the helm to continue with the rampant practice of favouritism and nepotism. In other words while conducting only written tests and determining meritorious candidates on this basis leaves very limited scope of irregularities in the final selection list that is why here in J&K the tradition of interviews is in a way imperative for the concerned authorities. This old system leaves not much scope for transparency and moreover negates the concept behind doing away with the interviews. Pertinently, it was on October 26 this year in the popular Man Ki Baat programme by no less dignitary than the Prime Minister Narendra Modi himself expressed the intent behind stopping the practice of interviews for jobs. The main idea as explained by the Ministry of Personnel was that in just 5 minutes it was practically not possible for anyone in the interview board to judge the calibre and capacity of the candidates. The idea was also to plug the lacunae in the system with regard to corrupt practices and irregularities in making selection lists. However, J&K GAD has mocked at both the intent as well as decision of the Union Government. What makes the scene surprising is the silence yet again maintained by the BJP in particular for it the leadership of this party at the Centre which has been reiterating this decision be implemented as a matter of general policy by all the states. While all the ministers of the party are either silent or blissfully ignorant about the GAD order, Deputy Chief Minister Dr Nirmal Singh, who otherwise makes noises over isolated cases of transfers at the highest level too is mum over the matter of appointments, no matter at the lower level. |
