Scam unearthed in NREGA: Embezzled money recovered from RDD officials | | | Early Times Report
Budgam, Dec 28: The authorities have recovered a part of the embezzled money from officials of Rural Development department in Budgam after the intervention of Abdul Haq Khan Minister for Rural Development. The money was embezzled by four officials of BDO office Khansahib (now Parnewa block) in central Kashmir's Budgam district early this year during execution of works under Nirmal Bharat Abhiyaan (NBA) and MG -NREGA. The officials including Technical Assistant, Works Supervisor, Panchayat Secretary and Gramrozgar sewak had embezzled an amount of 4.63 lakhs and after the issue was exposed by some RTI activists and Early Times the authorities were forced to recover the said money from these officials. This scam was exposed during May this year after which a special team was constituted to probe into alleged bungling of works undertaken under MG NREGA and Nirmal Bharat Abhiyan (NBA). The special team had conducted physical verification of the works in Dryegam village in Budgam during May this year and the department of Rural Development Department has suspended as many as six of its officials as they are found to be involved in misappropriation of funds and corruption. The administration finally woke up after series of news articles were published by Early Times. The special team was supervised by the Deputy Commissioner Budgam on the directions of Rural Development Minister and it was found that some four employees were involved in the scam. The raids were conducted by a team of officials in the village who visited the spots where the works were shown having been executed. The team had seized all the records. Early Times had exclusively exposed the scam involving embezzlement of more than 30 lakhs of rupees under MG NREGA and Nirmal Bharat Abhiyan (NBA) earlier called Total Sanitation Campaign (TSC). Information about the fake works was obtained under J&K Right to Information Act by some local residents of Dreygam village in Khansahib block of Budgam. This multi lakh scam related to release of payments from state exchequer in favour of non existing works in Dreygam village of Khansahib block in central Kashmir's Budgam district. Locals told Early Times that Assistant Engineer (AE) and the then BDO were also involved in this scam but the authorities are yet to initiate action against them. Documents available with Early Times reveal that an amount of over Rs 6o lakhs was released during financial year 2013 -14 for executing various works under the centrally sponsored scheme MGNREGA in panchayat halqa of Dreygam Khansib block. The villagers allege that out of Rs 60 lakhs an amount of Rs 35 lakhs plus were already released but against works which did not exist on ground. The Panchayat Secretary (VLW) , Technical Assistant , Junior Engineer, Supervisor and three other employees of Rural Development Department had been put under suspension by the Government after they were found to be involved in the bungling. The investigation is still on and Government is planning to handover this case to State Vigilance Organisation said a senior official of Rural Development. RTI activists Ghulam Ahmad Naza, Ghulam Mohiudeen Baba and others have have hailed the decision of the Government and have appealed Rural Development Minister to take action against the other officials including the then BDO and Assistant Engineer (AE).
