Jammu, Dec 28: In a significant order, the State Vigilance Commission (SVC) has summoned Assistant Commissioner Development (ACD) Udhampur, in connection with a complaint pertaining to corrupt and other malpractices allegedly committed by Ex. Assistant Commissioner, Udhampur, by allowing illegal construction alongside National Highway in gross violation of existing laws and rules thereof. After hearing the submissions made by the Technical Officer PWD (R&B) Division Udhampur and looking at the gravity of the allegations leveled, the State Vigilance Commission (SVC) summoned present Assistant Commissioner Development, Udhampur alongwith the Action Taken Report in the matter on the next date of hearing before the Commission. Earlier, while proceeding on a complaint against Ex-Assistant Commissioner, Udhampur wherein it has been alleged that said Assistant Commissioner had taken largesse from persons whose land/property had been acquired/damaged by the PMGSY Agency during widening of roads through one of his subordinate in order to settle their compensation cases, it has also been alleged that the said Assistant Commissioner had accepted bribe of Rs 2 lakhs from one Construction Firm namely "Singh Constructions" for allowing it to construct a three storeyed shopping complex on Government Land alongside National Highway, sans fulfilling required formalities, the State Vigilance Commission directed the Additional Dy. Commissioner (District Vigilance Officer) Udhampur, for enquiring into the matter and submission of report thereof. The report submitted by the Additional Dy. Commissioner (DVO) Udhampur, prima-facie reveals that the ''Singh Constructions'' has raised the impugned complex near Birwan Bridge, Udhampur, without prior permission from Rural Development Department and the said shopping complex has also been raised in violation of J&K Agrarian Reforms Act, 1976, Prevention of Ribbon Development Act 2007, as well as Electricity Act and no action seems to have been taken by the then Assistant Commissioner, Udhampur against the violators resulting in huge loss to the State Exchequer. --(JNF) |
