HDO's office locked in Dooru; people angry

Anantnag, Dec 28: The Dooru people found office of Horticulture Development Officer (HDO) closed and employees absent from duties.
Reports said several residents found the office of Horticulture department closed at around 3pm. Residents had arrived in office premises to meet Horticulture department employees for different reasons.
A local identifying himself as Hilal Ahmad told Early Times that he found the office of Horticulture Development Officer closed. He claimed to have brought the issue into the notice of SDM Dooru. "On finding office closed, I immediately rang Sub-Divisional magistrate (SDM) Dooru who assured action," he added.
Angry residents said that all the employees working in Horticulture department are habitual of remaining absent from duties.
"They have a register called moving register. They (Employees) usually put a note on it suggesting they are in filed which is not a reality. This file is to deceive higher-ups and magistrates who have powers to initiate action against such employees," a local resident said.
Sources told Early Times that many senior officials of the department are also absconding from their duties from last few months.
On being contacted District Horticulture Officer assured action, however was quick to defend his staff.
"We have a lady officer in Dooru now. She joined the office today as HDO and soon after joining she along with the employees toured the area falling in her jurisdiction," DHO said, adding a daily wager was supposed to keep the office which he didn't.
He said that HDO office in Dooru has a sanctioned staff of 20 employees but currently 5-6 are working other posts are lying vacant.
Pertinently, Former Horticulture Development Officer (HDO) Peer Shakeel Ahmad was caught accepting a bribe of Rs 10,000 this year in a local hospital at Dooru.
The complainant Ab Samad Malik had lodged a written complaint in VOK accusing him of demanding a bribe for allotment of Fruit Shed under MIDH Scheme, in his favor.
Acting on the complaint, Vigilance Organization constituted a trap team, headed by DySP Muneer Ahmad under the supervision of SSP Vigilance, Altaf Ahmad Shah and caught the accused red handed when he was accepting bribe. The tainted money was recovered from possession of the accused officer, who was arrested on the spot.
