| Unemployment allowance to educated unemployed youth of J&K | | | R. B. Suri
The people of the state at large through their right to franchise have already played their role J&K Legislative Assembly elections in 2014. Their coming out from the houses particularly the unemployed educated youth in very large numbers in taking active part in participating in the elections process have strengthened the very roots of the parliamentary democracy in the country in general and the state in particular.
Their role is magnificent and appreciable because of the reason that they have shown the separatists and the militant outfits the out gates thereby rejecting their dictates and boycott calls for not taking part in the Government of India governed electoral process in the state . With the hectic efforts of the leadership of both the coalition partners, BJP - PDP combine took the reigns of the state of Jammu and Kashmir on March I, last year .
Giving Jobs to the un- employed youth of J&K or in the alternative, announcing of unemployment allowance on monthly basis was the major plank of the Coalition Government headed by Omar Abdullah. Same is the case with both the parties BJP and PDP in power at the moment headed by Mufti Mohammed Sayeed.
I am sorry to write that the Coalition Government led by Omar Abdullah played with the lives of unemployed youth in J&K. His Government did nothing for the benefits of the unemployed youth ( Both skilled and unskilled). Practically, he did nothing for educated un employed youth of the state . His Government dodged the unemployed youth on one pretext or the other . if voted to power they would announce unemployment allowance in their favour, NC leaders stated. They went on exploiting them for their local consumption. In the last Assembly elections, unemployed youth of the state rose to the occasion and taught lesson to the National Conference led by Omar Abdullah and the Indian National Congress (INC) by not electing them as their representatives in the Legislative Assembly. For the first time in the history of the state of Jammu and Kashmir the Finance Minister Dr. Haseeb Drabu is going to present the financial budget for the year 2016-17 in the State Assembly on 23rd January.
Pertinent to mention here that the unemployed educated youth of the state skilled and unskilled ranging from 70000 to 80000 are passing their miserable days. Actually those were the youth who worked day and night to oust the previous Coalition Government of National Conference and INC headed by Omar Abdullah which did nothing for them but instead added fuel to the fire . This is why they are feeling furious against the earlier Coalition Government . Now they have high hopes from the present Coalition Government headed by Mufti Mohammed Sayeed. They gave the massive support to PDP in Kashmir region and BJP in Jammu region.
During the election days they were given the various promises which include the providing of jobs to them or in the alternative granting of unemployment allowance to them. This is the high time to consider the grant of unemployment allowance to them and for meeting the requirement Dr. Drabu should earmark certain amount on this score in the Financial Budget 2016-17.
A dire need is felt to accommodate them suitably so that their energies are used for the welfare of the state thereby giving the signal to the others who have gone under the evil designs of the various militant outfits in the valley . By doing this act they would win the sympathies of unemployed youth in the state. Since they are penny less and get themselves misled by the unwanted people in the society and too feel burden upon their parents. The PDP and BJP combine is in power in the state since 9 months but up to this time they have not done anything concrete for them. Situation demands for the fair treatment to them. But one thing is there which is very important that this issue should not be sidelined because the earlier coalition government ditched them and shown them the non serious approach.
Mufti Mohammed Sayeed should treat the issue of un-employment as the major challenge for him for clinching the same without wasting any further time in this regard . He should instruct his Finance Minister Dr. Drabu to go ahead positively in accommodating the un-employed youth of the state.
According to the estimates approximately there are 80000 un-employed educated youth ( both skilled and unskilled ) in the state. I am of the opinion that they should be provided on an average Rs.2000 per month as per detail as under :-
A) Rs. 2500 to Graduates and above
B) Rs.1500 to under Graduates
Based on this. there would be a financial burden of Rs. 196 crores on the state exchequer per annum. Therefore to accommodate the educated un-employed youth of the state , Dr. Haseeb Drabu would be under obligation to keep the financial provision in the ensuing Financial Budget of the state. Unemployment issue is not a minor issue but it is a major issue as such special attention should be paid on priority to this problem otherwise it would create the major problem for the Coalition Government in the days to come . It may acquire the volcanic stage from where there would not be any chance for return . A stitch in time saves nine.The issue involved should not be taken casually as all other things pertaining to the overall development of the state are immaterial. If the Coalition Government succeeds in plugging this grave problem , there would be any threat to its existence from any quarter whether it is NC , INC or NPP.Militancy in Kashmir valley started in 1989 and it took giant shape with the passage of time. Various thinkers and the intelligentsia of the country advance their views explaining the various reasoning's which led to the militancy in the valley.
But I am of the view that major reason of the militancy in Kashmir is the un-employment of educated youth both skilled and unskilled as the successive governments in the past failed miserably to solve the problem of un-employment in the state as also a very little attention was paid towards the Industrialzation of the state . If this un-employment factor is plugged fully in absorbing the educated un-employed educated youth in the Government / Corporate . Militancy can be totally eliminated from the valley resulting which massive development of the state could be possible.
Therefore it is in the interest of everybody in the state and feeling the necessity of the solution to the problem of un-employment, Government should adopt the measures as suggested in the preceding lines which will go a long way for the total welfare of the state .
Solution to the un-employment problem is a solution to the problem of militancy in the valley as well and the State Government should take the cognizance of the same seriously .
Thousands of crores of rupees are being spent on development which are meaningless unless the ill of militancy is eliminated from the soil of J&K. So it is must that a negligible percentage of this quantum of amount being spent on development should be spent on meeting the dire need of educated un-employed youth of the state . If there will be calm and peace all round then only development means everything for the overall betterment of the general masses of the state otherwise meaningless for all practical purposes . Let's hope for the best from all those who are at the helm of affairs in this sensitive state.
To avoid educated un-employed youth unrest , this step of announcing the un-employment allowance is must which will go a long way in establishing the popularity of the present Coalition Government in the history of the state .
It is unfortunate that Mufti Mohammed Sayeed Chief Minister J&K is undergoing medical treatment at AIIMS , New Delhi since eleven days. I pray to the almighty to give him the speedy recovery as the people of the state particularly the youth are having high hopes from him for their ultimate betterment . Under the circumstances , the Chief Minister should brief his Finance Minister Dr. Drabu from AIIMS to keep the financial provisions in this regard in the Financial Budget 2016-17. I am optimistic that both the Chief Minister and the Finance Minister would do something positive in this direction . Let's wait and see how they react on this score . |
