JU's folly in award of PhD degrees puts hundreds of careers in jeopardy | | |
Akshay Azad Early Times Report Jammu, Jan 3: The negligence on part of Dean Research Studies of University of Jammu was exposed recently, when the Minimum Standards Procedure for Award of Ph.D degrees issued by varsity to the students-who have applied for Assistant Professor posts- were recalled by varsity, leaving future of thousands of Ph.D candidates in jeopardy. The recall of MSP certificates by DRS of JU just few days after issuance of same, narrates the negligence of authorities, who were unaware about the developments in the past one year in higher education sector and University Grants Commission (UGC). On January 1, 2016 Dean Research Studies of JU, came up with notification number, DRS/15/16875, dated 31/12/2015, which read as, A number of Ph.D awardees approached varsity for issuance of certificate as per UGC regulation 2009, enabling them to apply for posts advertised primarily by Public Service Commission J&K and elsewhere. The concluding paragraph of notification reads as, "the recommendations of Prof. SP Thayagrajan Committee implemented for issuance of equivalence certificate are hereby terminated abinitio for implementation from 26/3/2015, i.e date of Supreme Court judgement. The respective HoDs of University of Jammu shall send all such cases recommended by them on above (a) criteria to the office of DRS within next 10 days for reconsideration". The notification left hundreds of Ph.D awardees of University in panic as the Jammu and Kashmir Public Service Commission (JKPSC) has already issued the schedule for conducting interviews for Assistant Professor posts', starting from first week of January, and the Ph.D awardees of JU would be automatically thrown out. "Given this notification, Ph.D degrees of JU will not be considered by PSC but there are reports that University of Kashmir has given the MSP, after fulfilling 11 points rather than 6 as done by JU. Now the Ph.D awardees of Kashmir University or other universities will be selected", a scholar Sandeep Sharma rued. He further said earlier also, some Ph.D awardees of outside State universities had also knocked the door of Higher Education Department apprising them about the veracity of MSP certificates issued by Jammu as well as Kashmir University. "Those awardees had also appealed for amendments in the rules for recruitment but now in the backdrop of notification, the JKPSC must withhold the interviews otherwise the awardees of Jammu University will be at great loss due to fault of authorities and not of students", he said. Moreover the last date given by JKPSC to submit MSP is also expired and it is still unknown whether PSC will entertain new certificates if reissued by JU, another awardee said. Pertinently, Early Times had earlier also reported that the MSP certificates issued by Jammu University was invalid in view of quashing of recommendations of SP Thayagrajan Committee by Supreme Court in March 2015.
