KU violates Apex Court directions | Issues certificate of equivalence 'randomly' in favour of PhD holders | |
Jehangir Rashid Early Times Report srinagar, Jan 3: Authorities at University of Kashmir have been issuing certificate of equivalence 'randomly' in favour of candidates who have either completed their Doctorate of Philosophy (PhD) or have been registered for the programme before June 30, 2009. This is despite the fact that Supreme Court and University Grants Commission have made it clear that no retrospective effect would be given with respect to the policy decision taken in this regard. Following controversy over the method adopted in awarding PhD degrees the Supreme Court had on March 26, 2015 issued an order under which it was made clear that people who have completed their PhD on or after June 30, 2009 can apply for the posts of Assistant Professors or lecturers once the same are advertised by the universities and Central universities across the country. The Supreme Court directions made it clear that whosoever possesses PhD as on June 30, 2009 or after, is not required to pass the National Eligibility Test (NET) or State Eligibility Test (SET) for the post of lecturership or Assistant Professor. The apex court also ruled that people who have completed or have been registered for PhD before June 30, 2009 have to pass the NET or SET before they can apply for the posts of lecturers or Assistant Professors. Sources told Early Times ever since the Supreme Court direction came to the fore authorities at University of Kashmir have been issuing certificate of equivalence to the candidates who have completed their PhD or have been registered for the programme prior to June 30, 2009. This is a clear violation of the Supreme Court directions and as such the University of Kashmir has virtually bye-passed the directions of apex court. "With certificate of equivalence being issued in favour of every Tom, Dick and Harry utter confusion prevails at present. This has resulted into a situation where-in many of the candidates who have passed the NET or SET do not figure in criteria for interviews for the posts of Assistant Professors scheduled to start from January 7, 2016," said sources. Sources said that since PhD holders have more weightage as compared to the NET or SET qualifiers it is quite natural that they would figure more than the NET or SET qualifiers. This is irrespective of the fact that many of the PhDs have been completed before June 30, 2009 and are still being counted due to the flawed policies of University of Kashmir authorities, said sources. It would be in place to mention here that Dean Research Studies, University of Jammu issued a notification DRS/15/16875 on December 31, 2015 under which certificates of equivalence issued to candidates who have either completed their PhD or have registered for the programme before June 30, 2009 have been recalled. The notification was issued after hue and cry over the issuance of certificate of equivalence to the non-deserving candidates as well. At the same time the authorities of University of Kashmir are yet to issue a similar notification. Meanwhile, a group of NET and SET qualifiers while talking to Early Times said that they would not hesitate to go to court if the University of Kashmir does not issue a notification ordering for recall of certificate of equivalence issued in favour of non-deserving candidates. |
