Govt fails to help non-insured flood hit traders | | | Jehangir Rashid Early Times Report SRINAGAR, Jan 3: Rehabilitation of flood affected non-insured traders has been lingering on for the past one year or so now and despite the announcement of state government that Rs 800 crores have been earmarked for such people no headway has been made so far. The government has attached a fresh dimension to this issue. A few days back the state government said it does not believe in providing compensation in cash to the affected people. "The government is working on a plan under which soft loans would be given to the affected traders," said a senior minister. If minister is to be believed in this regard, then the present dispensation has wasted around 10 months in coming to the rescue of non-insured traders. The PDP-BJP government after presenting the first budget last year in March had said that it believes that houses can be constructed once the business starts picking up. "The state government seems to be confused when it comes to providing relief to the non-insured traders. First they asked the respective market committees to submit the list of traders who were not covered by insurance so that adequate compensation is given to them. Now talking of giving loans means that the whole process would take many more months. This is absolutely ridiculous and unfortunate as well," said Mehraj-ud-din Ahmad, a non-insured trader at Lal Chowk. Pertinently many market committees have already submitted lists to the respective Deputy Commissioner's offices, but the compensation has not been given to them. The small and petty shopkeepers have been running from pillar to post so that adequate compensation is given to them. "Personally I am not against the idea of giving soft loans to the non-insured traders. But this should have been done much earlier. The government should have kept the provision for the same during the budget presented in March last year," said Mohammad Ayub, a petty shopkeeper. It would be in place to mention here that state government had on November 7, 2014 said that Rs. 800 crores have been earmarked for rehabilitation of flood hit non-insured traders of the state. The amount was part of Rs. 80,000 crores developmental package announced by Prime Minister, Narendra Modi during his public rally at the cricket stadium here on November 7 last year. "The big business houses and the renowned traders were able to compensate for their losses suffered during the flood since their stocks were insured. The small and petty traders had to face the brunt with no one coming forward for their help. The state government too is confused over the issue and the picture is gloomy," said Mukhtar Ahmad, a non-insured trader. |
