'Sordid saga of vested interests'

Jammu, Jan 3: Attack on police party and officials of Revenue Department in the presence of the higher officers of district administration who had gone there to retrieve hundreds of kanals of state land illegally usurped by encroachers in Nikki Tawi area the previous day has once again brought to the fore the laxity of legislations against menace of encroachment and political patronage to certain groups, who have been on the fore front of such encroachments across Jammu for years.
This is not an isolated incident of this kind as Police parties and enforcement staff of urban agencies has time and again been subjected to violent attacks by encroachers whenever they have initiated action their blatant encroachment. Incidents at Gole Gujral, Siddhra, Nikki Tawi and several others have exposed the weakness of the legislations and a deep rooted mafia between officials of revenue department, Police and certain politicians who have patronized these encroachers. This an open secret that these encroachers have connived with revenue officials and tampered revenue records to usurp state land and then make fortunes by selling it illegally.
So stubborn is the land mafia that the directions of the State High Court to the urban agencies to demarcate thousands of kanals of state land have fallen on deaf ears and on one pretext or the other, these directions have been ignored. More disturbing however is the deep rooted conspiracy hatched by certain politicians of the state belonging to different affiliations who have patronized blatant encroachment of Jammu's periphery by their people. "There is a clear pattern in encroachments in several peripheral areas of the city. First Kullas are constructed in a piece of land which is identified carefully and then slowly, pucca constructions come up. Later, with the connivance of revenue officials, the land records are tampered" said a retired senior officer of revenue department. "The process of digitization of records has not been completed despite lapse of so many years under a conspiracy" he added.
Pertinently, thousands of kanals of state and forest land has been encroached by the mafia in and around Jammu, raising serious issues of environment and security. "Inhabitations of unidentified people in certain areas are posing serious security threat to the city and it is imperative that concerned agencies did something about them" averred a senior police officer. "These people are vulnerable to fall prey to the forces which have nefarious designs and hence such inhabitations should not be allowed to come up" he added.
