Rs 62.5 Crore Off-site Campuses Development fund lapses: NSF | | | Early Times Report Jammu, Jan 3: In a scathing attack on the ill-conceived policies of Prof Kesav Sharma Registrar of Jammu University, National Secular Forum assailed the inefficiency of the Registrar which has totally paralysed the administrative set up in the university leading to a thick mess on all the fronts including marring the academic graph. Addressing a press conference here today, General Secretary of NSF Narinder Singh, said that most of these campuses are running in the rented buildings and efforts of the University Grants Commission to strengthen these campuses to erect buildings and other infrastructure have met with failure due to the callous attitude of the Jammu University. He also said that an amount of Rs. 125 corers was sanctioned by the University Grants Commission during the tenure of Prof. Varun Sawhney, then the Vice Chancellor of Jammu University, for over all development of these campuses. Pin-pointing the mis-handling of the fund in crores provided for upgrading the infrastructure facilities in offsite campuses, he castigated the Registrar for his administrative inability to facilitate lapse of 62.5 corers despite giving couple of extension by UGC. Narinder Singh said that till now the Registrar being the administrative head in the University has not initiated any step to approach the UGC to restore lapsed funds which vividly indicates that he has humbly accepted his incompetence to justify the reasons for lapse of huge amount of funds and finally failed to put in endeavour and vigorously pursue the matter with the concerned authorities. Not only did this Registrar not even dare to find out the basic reasons from the concerned Chief Coordinator of offsite Campuses for lapse of funds. He also said that six out of seven off-site campuses were being run on pure contractual arrangements. All the teaching and non-teaching staff members in these campuses are hired on contractual arrangements which show seriousness of JU authorities on the functioning of off-site campuses, he said.
