SVC fails to upload its judgments on website | Only 8 orders/circulars issued since 2013 | | Early Times Report
Jammu, Jan 7: The Jammu & Kashmir State Vigilance Commission (SVC) which was constituted few years back by the Government has only issued eight orders / circulars since 2013 reveals the official website of this commission (jksvc.gov.in). In addition to it the judgments passed by the SVC are also not uploaded on the SVC's website which is again a clear violation of section 4 (1) (b) of J&K RTI Act 2009 wherein proactive disclosure by public authorities is essential for every public authority. Early Times did a preliminary analysis of the SVC website. Neither the case list is posted on the website not the details of the judgments. On the main page of the website there is a column SVC orders and circulars and after going through it one can only find eight orders / circulars starting from 20.8.2013. The first order issued by SVC is related to Improving Vigilance Administration but it seems the administration has become bad to worse from 2013 onwards. In 2013 the SVC issued only three orders / circulars . During 2014 four and in 2015 only one order has been issued reveals the website. Among these orders not a single judgment has been uploaded on the website. Contrary to SVC the State Information Commission (SIC) which is also an autonomous institution uploads all its official orders and judgments on its official website. Not only the judgments but even the cause lists is available on the website itself (www.jksic.nic.in) . From Feb 2011 when G R Sufi was appointed as first State Chief Information Commissioner, the SIC has uploaded more than 1500 orders / judgments on its official website. The State Accountability Commission (SAC) which was defunct for years has only uploaded around 30 judgements on its website. It is not only the case of uploading official orders / judgments on Vigilance Commission's (SVC) website, the SVC didn't even commemorate the international anti corruption days in 2014 and 2015. "The members of SVC and its officials are paid salary which amounts to around Rs 25 lakhs per month plus the fuel and other expenditure. This is the tax payers money and we have all the right to seek accountability from Vigilance Commission . They have to work honestly and if they don't work with zeal and dedication , this also amounts to corruption " said Dr Mushtaq Khan a prominent RTI activist from Srinagar. If the anti graft and transparency commission like SVC has to be made accountable, the Government must bring an amendment bill in state legislature by making necessary amendments in the J&K SVC Act 2011. The provision of removal of SVC member should be in the act itself if the members of the commission do not undertake their job seriously. It should be mandatory that each member of SVC must hear at least 15 to 20 cases per month. |
