BJP may go in for 'non-territorial' solution | Jammu in danger | | Early Times Report JAMMU, Jan 7: Is the BJP Government at the Centre preparing for settlement on Kashmir? The answer would be yes if one goes by what a London-based commentator of Kashmir origin Syed Nazir Gilani has said. "India seems to be preparing itself to 'buy out' a settlement on Kashmir. Deep down in the recesses of heart Indian administration is expressing its comfort with the 'non-territorial' formula and 'soft-border solution' prepared by Galbraith (John Kenneth Galbraith US Ambassador to India) and discussed by President Kennedy with Nehru during his November 1961 visit to Washington. Nehru did not have a good trip because earlier in July 1961 President Ayub had been on a State visit to US and the highlight of his visit was his address to the joint session of the Congress," he has said. "Nehru was offered a 'non-territorial formula' to a Kashmir settlement. According to this, India and Pakistan should retain the territory they currently held but permit greater movement between the two sides of the State. According to Galbraith, this concept offered the only way to resolve the dispute given competing and irreconcilable Indian and Pakistani demands for the Valley. Galbraith had floated the idea earlier with Nehru and had received a non-committal response. It has been recorded that Indian Prime Minister was more positive during the talks at the White House. He said that if territorial claims were dropped, all other questions could be resolved without difficulty. It was easy enough for him to take this position since Galbraith's formula let India retain the Kashmir Valley. Today the Indian camp considers that start of a bus service between the two sides of Kashmir and the development of other intra-Kashmir confidence building measures have given the formula a fresh currency," he has further said. To make his point, Gilani has also referred to Rajiv Gandhi's remarks during his visit to Srinagar in early 1990s that "India has lost Kashmir" and quoted Radha Kumar, a former interlocutor on Jammu & Kashmir for the Indian Government. Radha warned at the Times LitFest, Delhi, on November 29, 2015 that "India could conceivably lose the Kashmir valley in the next 10 years unless a serious effort is made to resolve the situation". Besides, he has also referred to other voices like those of late Justice V M Tarkunde of Bombay High Court and Justice Ranjider Sachar of Delhi High Court who have expressed similar views on Kashmir. Not only this, he has also referred to former Prime Minister PV Narasimha Rao's "Sky is the limit" statement. If what this London-based commentator has said is correct then it can be said that the BJP may barter away the interests of Jammu and Ladakh in its bid to placate Pakistan and Kashmiri separatists. Things would clear in the next few days. If Prime Minister Modi disregards the national sentiment and gives a nod for the foreign secretary-level talks between the two countries, which are scheduled to be held at Islamabad on January 15, then it would mean an indication that the Central Government is all set for a compromise on the Indian stand on J&K. In any case, the nationalist people of Jammu and Ladakh are in danger, as the BJP's policy is fundamentally Pakistan and Kashmir-centric. It is time for the people of Jammu and Ladakh to read the writing on the wall and act before it is too late. They committed a serious mistake by giving a mandate to the BJP in 2014; they will seal their fate once and for all in case they remained dormant or devoid of any political activity any longer. |
