Panchayat members challenge police theory of misappropriation of Govt cement

Kishtwar, Jan 18: The Panchayat members, whose names have surfaced in the alleged misappropriation of government cement kept by RDD at their disposal, have started challenging the police preliminary investigation through social media.
After finding themselves in the middle of the storm, they are busy circulating massages on social media (Whatsapp) and challenging police investigating the matter after registration of FIR No 10/2016 at Police Station, Kishtwar, with regard to the alleged misappropriation of RDD cement supplied by the department in Keshwan area.
"Kishtwar police is misleading the people of Kishtwar by claiming the seizure of cement in Keshwan area of district Kishtwar. It is quite sad that without any knowledge, police are issuing statements that they have seized the cement," they said.
"The work in the Keshwan area was stalled due to a delay in some paper work by RDD. The work was going on in full pace and for the Keshwan area we have to take cement from the Kishtwar RDD store," read a massage circulated by the members of Keshwan Panchayat.
"It is quite astonishing that Kishtwar police lack knowledge and are not aware of the rules regarding the supply of RDD cement to panchayats for work--- We have approached DDC Kishtwar and Commissioner Secretary RDD and they agreed that supply of cement was according to the guidelines of RDD--- We urge Kishtwar police don't befool or mislead people on the name of false statement---1st learn what are the guidelines than take action", adds the message.
However, the senior officials of the district administration denied that any elected representatives had approached them and added that Deputy Commissioner, Kishtwar, had already constituted three-member committee to probe into the public allegation.
As senior police officer, while reacting to the massage, said that police were investigating the matter from all possible angles and assured the general public that guilty whosoever may be, would be punished under law.
Meanwhile, Block Development Officer, Thakrie, Saboor Shad said all the relevant documents demanded by police had been provided to them and added that department had dumped the cement at different locations not only in Panchayat Keshwan A or B, but in other Panchayats of the block as well after following the proper procedure. He said that department in the month of November 2015 had also notified various dumping sites in Block Thakrie for which department made payments to all those where cement was dumped as block Thakrie is newly created block and has no major department store where cement in huge quantity could be stored.
"As per the record seized by police from the BDO office, it clearly appears that the role of RDD officials in this entire case is clear and it has been more or less proved that the cement was issued legally for the execution of MGNREGA works and was handed over to concerned Sarpanch for execution of the approved works," said BDO Thakrie. He said that in case there was any short fall in the cement, the person who had entrusted the responsibility will be wholly and solely responsible. He said that police and inquiry committee framed by DC Kishtwar were also investigating case and added that the clear picture would emerge only after the completion of police investigation.
It is pertinent to mention here that DC, Kishtwar, vide his order No DDCK/Plg/RDD/32/2015-16/7564-69 of January 16, 2016, had accorded sanction for constitution of committee comprising of District Social Welfare Officer Kishtwar, Assistant Director, Employment and Counseling Kishtwar and Assistant Executive Engineer PWD (R&B) Division Kishtwar for verifying the allegations regarding the misappropriation of government cement in Keshwan area of block Thakrie by officials of RDD and Panchayat representatives.
