BGSBU Scam: Sangarsh urges Guv to direct district administration for speedy investigation into Scam | | | Early Times Report
Rajouri, Jan 18: Expressing concerns over the delay in probe in much publicized Baba Ghulam Shah Badshah University (BGSBU) Rajouri Scam, the Sangarsh, NGO has appealed to the Governor to direct the district administration for speedy investigation into the scams and put behind the bars the people involved so that the faith of the people can be restored in the law of the land. Pertinently the month of May last year scholarship scam / financial irregularities scam had hit the headlines and after indefinite strike by the students of Engineering College and the people's struggle led by the office holders of Sangarsh, NGO an internal inquiry as well as police inquiry was initiated but under mounting pressure the then Registrar was removed from the post after his involvement was figured. "Over eight months have passed but the police have failed to get the reports of handwritings from FSL, Jammu in much publicized scholarship scam and other financial irregularities " said Advocate Shokat Ali, vice president Sangarsh. He recalled that after the scholarship scam was exposed by the local print media, the students of Engineering College of BGSB University went on indefinite strike seeking partial probe into the scholarship scam and other financial irregularities. "BGSBU administration had constituted an inquiry team and the matter was also brought into the notice of police by the manager of Darhal branch of J&K Bank as one of the Bank employees namely Aizaz Malik was also involved in the scam as he had created fake bank accounts to transfer the scholarship money in these accounts with the help of BGSBU employee namely Muzzafar Hussain, he added. Following indefinite strike by the students of BGSBU and people of Rajouri under the banner of Sangarsh, the then Chief Minister Mufti Mohd Sayeed , who was also Chancellor of BGSBU, had removed the Registrar. Members of Sangarsh alleged that under the pressure from politicians District Administration as well as Rajouri police was deliberately delaying the investigation to save the culprits. Advocate Israr Mirza, district secretary, Sangarsh has appealed to the Governor to direct the district administration for speedy investigation into the scams and put behind the bars the people involved so that the faith of the people can be restored in the law of the land. It needs to mention here that a case under sections 420/467/468/471/489 and 109 RPC stands registered at Darhal Police Station after the J&K Bank Darhal branch Manager had lodged a case FIR NO 46/15 against bank employee namely Aizaz Malik who had created fake accounts to misappropriate scholarship money. Action against Aizaz Malik was initiated after an internal inquiry on the complaint of one ex-student of BGSBU namely Masood Ahmed. Massood Ahmed when produced his scholarship cheque bearing No 263697 di 22/9/13 in the bank for transfer of Rs 22300 into his account but was refused by the Bank officials as the money had already been transferred into another account (fake). On this Bank initiated an inquiry and it was established that one Aizaz was getting the cheque number and amount (scholarship cheques) from Muzzafar Hussain posted in scholarship branch and was transferring the money into fake accounts. Under their modus operandi the beneficiaries were denied scholarship cheques by Muzzaffar Hussin on one or another pretext for years together and when these cheques gets expired they were putting fake stamps and signature to make these cheques payable. J&K Bank approached the police against Aizaz and was also terminated from services. Police started investigation and the then SSP Dr Haseeb Mughal had constituted a SIT and during investigation it was established that Rs 13,48,659 lakh have been misappropriated by Muzzafar Hussain clerk in nexus with Azaz malik. Dr Haseeb Mughal SSP had disclosed that under CD-II accounts Muzaafar had also fraudently withdrawn Rs 4,28,557 against local traders namely M/s Kusum Pen & Book House Rajouri (Rs 85,000 & Rs21,213) and Sanjay Ghai (Rs 3,22,344 lakh). During investigation police had collected the writing samples of few officials of Baba Ghulam Shah Badshah University (BGSBU) including of Registrar and the samples were sent to Forensic Science Laboratory (FSL) at Jammu. |
