Guv nominates Director for CVPPP after ET report

SRINAGAR, Jan 27: Governor NN Vohra has taken a serious note over non-completion of power projects in the State and nominated Dheeraj Gupta, Commissioner Secretary, PDD to serve as Director on the Board of Directors of Chenab Valley Power Projects Private Limited (CVPPP).
Official sources said the Governor called a meeting where Chief Secretary BR Sharma briefed him about the pressing issues which relate to the functioning of the Power Development Department (PDD).
Sources said the Governor took a serious note over non-completion of power projects which would have increased the power supply in the State. The Governor nominated Dheeraj Gupta, Commissioner Secretary, PDD to serve as Director on the Board of Directors of CVPPP the post that was pending over many years.
"A decision in this matter had been pending for over a year, also leading to non-involvement in the CVPPP decision making," an official spokesperson said.
The nomination of Gupta as Director is in backdrop of Early Times report how important decisions of CVPPP were pending due to non-availability of directors as no board was in place.
"Governor took a serious note of a media report and immediately called the meeting and nominated Director for the CVPPP for its smooth functioning," a senior official said.
Sources said the Joint MD will only be appointed once the elected Government is formed in the State.
The CVPPP has shown little progress since its constitution in 2010 by the Government to explore all the possibilities to tap maximum power potential at Chenab Valley which is a hub of power generation with abounded hydro power potential.
Officials said they had raised the issue with the Government and the important decisions were pending due to non-availability of directors as no board was in place. "Nobody was listening to us since these retired officials have strong political backing who get hefty amount salaries annually and get other benefits from the CVPPP. But Governor has taken the initiative and appointed a Director. We hope the Board of Directors will also be placed for clearance of important decision of the Board," the official said.
CVPPP was incorporated on June 6, 2011 as a Joint Venture Company of NHPC Limited, JKSPDC and PTC (India) Limited for execution of four Hydroelectric Projects namely Pakal Dul, Kiru and Kwar with agrregate capacity of 2220 MW and Dul Hasti stage two at Chenab River Basin in district Kishtwar with equity participation of 49%, 49% and 2% by NHPC, JKSPDC & PTC respectively. But the management of CVPPP has miserably failed to complete any of these projects despite receiving crores of rupees annually as salaries.
The CVPPP is headed by former Jammu and Kashmir Bank chairman, Muhammad Yusuf Khan.
His appointment was made on October 28, 2010 by the NC-Congress Government headed by Omar Abdullah.
