Early Times Report Jammu, Feb 17 : An SAC (state accountability commission) full bench of its chairman, Justice (retd) B A Khan and members -- Justice (retd) J P Singh and Justice (retd) B A Kirmani - has issued fresh notice to ex-deputy chief minister and then chairman of Khadi Village and Industries Board (KVIB), Mangat Ram Sharma as he did not appear before it today nor any counsel caused appearance on his behalf. However, other two respondents -- then KVIB secretaries - J P Singh and R C Sharma appeared in person. SAC, after hearing the counsels, granted six weeks time to the former secretaries to file their supplementary pleadings/documents in support of their defence before the next date of hearing. The complainant's counsel submitted that SAC had on October 26, 2007 initiated a regular inquiry against Mangat Ram and the two ex-secretaries, but on November 27, 2007, in a writ petition filed by him, the proceedings before the Commission were directed to be kept in abeyance by the high court. SAC attention was also drawn towards the February 9, 2016 judgment of the high court division bench, whereby the Mangat Ram's petition was dismissed and directions were issued for taking the regular inquiry to its logical conclusion. After considering their submissions, SAC issued fresh notice for summoning Mangat Ram and allowed six weeks time to the appearing secretaries to file their supplementary pleadings/documents in support of their defence.—JNF |
