JU succumbs to pressure tactics, grants undue benefit to bureaucrat's wife | | | Early Times Report Jammu, Feb 17: In yet another act of sheer favouritism to influential and blue-eyed persons, University of Jammu has approved the promotion of a female assistant professor, who happens to be a wife of a senior bureaucrat, with 'extra benefits' in gross violation of laid down UGC guidelines. Sources in the varsity said the University administration succumbed to pressure tactics of a female assistant professor, who is in habit of writing letters to the Chancellor office against varsity administration, and recently promoted her to senior scale in violation of norms. On January 21, the Registrar of the University, in a order number Adm/TW/16/7122-29, stated that "the Vice Chancellor, in suppression of earlier office order number Adm/TW/13/5693-5700 dated 09.09.2013, is pleased to authorize placement of Assistant Professor, Department of Lifelong Learning, University of Jammu, Jammu in the un-revised pay scale of Rs 10,000-325-15600 (revised pay band of Rs 15600-39100+ AGP Rs 7000, under old Career Advancement Scheme of University Grants Commission (approved by the University Council vide Resolution No. 9 dated 26.04.2000) w.ef 09.08.2008 instead of 11.02.2009 as mentioned in the aforesaid order". Sources said the female assistant professor had not pursued the General Orientation Course and Refresher Course within the assessment period for promotion under Career Advancement Scheme (CAS) under the UGC guidelines. "She has been given undue benefit in terms of promotion with effect from the period in which she was not even eligible for the same. As per the UGC Regulations 2000, every faculty member has to submit Performance Appraisal Reports for all the years of Assessment Period but Assistant Professor did not submit any such report for getting Senior Scale. It seems the University authorities succumbed to her pressure tactics and looked to be on defensive side as she has been in habit of writing letters to Chancellor Office against day-to-day affairs of the University," sources said. Sources said she has been using the influence of her husband, who has served on important positions in the state administration and has good friends in Raj Bhavan, to accomplish her "desired goals" illegally. "The Vice Chancellor, Professor R D Sharma, who ceaselessly pats his back for ensuring transparent and fair administration in the varsity, himself approved her promotion, for the reasons best known to him," sources said, adding that there should be an in-depth probe as why this particular female assistant professor was given benefits from back date despite the fact she was ineligible for the same. |
