Scandal in Kishtwar hydraulic division: DC takes cognizance of ET report

Kishtwar, Feb 17: Taking cognizance of report published in Wednesday edition of Early Times unrevealing a multi crorescandal in hydraulic division Kishtwar, Deputy Commissioner Kishtwar has sought details from the officials. After going through the news regarding withdrawal of charges on account of Head load carriage at exorbitant rates mentioned in the government schedule during 2010 to 2013 which runs into several crore rupees, DC Kishtwar Ghulam Nabi Balwan sought preliminary report from Executive Engineer Hydraulic Division Kishtwar and directed him to submit the same in his office in next few days.
As already reported, the sample estimates duly sanctioned by the Drawing and Disbursing Officer of Hydraulic Division Kishtwar bearing Ts. No. 9BRGF for the month of 12/2012 amounting to Rs. 263450, the carriage charges of material utilized were paid in between 400% to 450% above the schedule rate fixed by the department of Design Inspections & Quality Control Department (PWD) J&K Jammu vide Govt. order No. 156-PW(R&B) of 2010 operative from 1-04-2010. The said department is the nodal agency for fixing of rates for all the government departments of the state. Similarly in Ts No. 11/NABARD of 1/2013 amount to Rs. 54800 wherein similar practice was also adopted by the officials where carriage charges were also paid on exorbitant rates by the department. The documents revealed that during these years, the DDO's with active help and assisted by his technical staff managed to siphon off crores of rupees on various estimates passed by these officials by way of withdrawing the carriages of material by head load/ Mechanical transport drawn during the period from 1-4-2010 to ending 12/2013 is in utter violation of Schedule of rates which amounts to exaggeration to the tune of approximately Rs. 3 to 4 corers, thus inflecting huge losses to the state exchequers by the hands of DDO's posted during all these years. The documents also reveals that for purchasing the material from Government Registered Suppliers for purchase of stone, Bajraee, Sand and other allied material items, no quotations has been invited by the officials at the helm of the affairs and it was believed that the material thus used in sanctioned works might also have been purchased on higher rates that too might have cause huge losses to the state exchequers which also needs to be probed through high level committee to be comprised of technically sound officials.
Meanwhile it is clarified that the bills and estimate samples were passed by the DDO's of hydraulic Division Kishtwar and it has been inadvertently written in today's edition of the newspaper that the bills and estimates were approved by Chief Engineer Design Inspections & Quality Control Department (PWD) J&K Jammu who is the authority for finalizing the rates for various departments which was later published as Scheduled Rates and all the department papered the estimates of various projects by following the rates mentioned in the said Scheduled Rate book.
