VO's repute takes a dent: IOs connive with accused; complainants harassed 2/18/2016 12:19:03 AM Abodh Sharma Early Times Report Jammu, Feb 17: Posting of certain officers of shady track record in the vigilance organization and complete lack of accountability has reduced the statutory anti graft body into one of the most corrupt institutions of the state. The dismal statistics of investigations into various complaints against politicians and government officers and rate of conviction therein is a clear indication of the performance of the vigilance organization. Alleged connivance of the investigating officer with the accused in case of misuse of official position and illegal benefits drawn by government officers has harassed the complainant for two long years and rather than initiating any action against the accused, the complainant has been targeted and victimized for filing the complaint. According to the documents in possession of ET, a complaint was admitted by the VOJ for verification under No. SVO-Veri-(PR)-17/2013, wherein serious allegations of corruption and misuse of official position were raised against then Tehsildar Akhnoor, C L Baloach for issuing RBA certificate to one Narinder Kour in contravention of SRO 294, dated 21.10.2005, which lays that RBA certificate can be issued to a female after marriage only after 15 years of her stay. The complainant alleged that the certificate was issued in two years in exchange for pecuniary benefits. The complainant also filed a complaint with Director Vigilance Organization alleging that one Sunita Rani, Lecturer Govt. Hr. Sec School Nari Bala Akhnoor had completed her 2 year MSc Zoology degree from University of Jammu while in service, but Principal of the School, N P Singh had released entire salary of the said duration in her favour in violation of rules and for corrupt motives. "Nothing has been done against the accused and I have been harassed by the Vigilance organization as despite my repeated visits, they have not given me any satisfactory reply on the action taken by them" said the complainant. The complainant alleged that the investigating officer, inspector Muneer Ahmad Khan was conniving with the accused and deliberately sleeping over the investigations entrusted on him.
