Jammu, Feb 21: Even as the procedure for waiver of loans under the Kissan Credit Card is under pipeline with authorities under present Governor's rule are seriously contemplating measures for execution of the scheme, the latter appears to be surrounded by clouds of misuse in J&K state. If unchecked, the misapplication of the scheme will deprive real beneficiaries of the waiver gains and instead enable fake and pretentious ones avail huge gains.
Sources said a number of government employees working in different departments of the state have gained easy access to Kissan Credit Cards even as they are not entitled to getting, not to speak of availing loans on it, the cards being meant only for the farmers or those possessing farm lands with crops. Like in other parts of the country, this Kissan Credit Card and seeking loans under this was the scheme launched exclusively for the benefit of the needful and deserving farmers who needed to fulfill certain criteria as eligibility for getting this. Sources said there are even gazetted employees who have availed loans on Kissan Credit Card and now seeking waiver under the scheme.
However, in J&K no such norms were fixed which could ascertain as to those getting the cards are real and deserving nor was there any transparent procedure to identify the farmers who could be covered under scheme of waiver, sources said. Easy access and convenient procedural formalities on the contrary enabled the people who were far from being eligible to get the Kissan Credit Cards, sources said. Many got it as they simply showed owning of pieces of land, whether it was agriculture production land or not, the issuing authorities did not bother to ascertain it.
These cards are now much in demand as the ex Finance Minister announced last year the loans taken under these cards would be waived off by a huge margin of nearly 50 % apparently in order to provide relief to the farmers. There are a number of government employees who have availed loans under the Kissan Credit Cards and have utilized this loan for personal constructions, commercial or business purposes, sources said, adding that after having misappropriated the amount for other than farming purpose, they are now waiting the loans to get waiver by a huge margin. Pertinently, the waiver was mooted as one of the main proposals of the Budget presented in the state Assembly last year which is now being actively pursued to logical execution under the Governor's rule. But will the concerned authorities look into this misuse of scheme in the state before offering waiver.
