PHE makes Rs 19 lakh excess payment to private company | Ignores amended rate contract | | Arun Singh
Early Times Report Jammu, Feb 21: Ignoring the rate contract amended by Director General of Supplies Disposal for the purchase of Quick Coupling Pipes of different specifications in order to execute the works of the department across the State, Public Health Engineering Department went ahead favouring a private company by making excess payment Rs 19 lakh. Sources told Early Times that about five years ago the PHE Department had placed three orders for the purchase of Quick Coupling Pipes of different specifications with M/s Nidhi Pipes Limited Chandigarh on the basis of Director General of Supplies Disposal (DGS&D) rate contract to carry out various departmental works. "During the period when order was placed, the Director General of Supplies Disposal (DGS&D) had amended the rate contract by reducing the rates of pipes and communication in this regard was send to PHE Department to make payment to the private company accordingly," they added further adding that Department without considering the amended rate contract and revised rate therein, released the payment for supply of the material on existing rates resulting in the excess payment of Rs 19 lakh to the supplier. When DGS&D pointed out the blunder committed by Public Health Engineering Department for ignoring the amended rates and asked to recover excess money, the department did nothing but made excuses to initiate action of Rs 19 lakh recovery from the supplier and alleged "It may be a deliberate attempt or otherwise but it came to light that department did not initiate the matter vigorously with supplier to recover the excess money and leisurely slept over the matter ostensibly to get monetary benefits for which department paid huge amount over and above the allocated funds earmarked for the purchase of the money", said a senior officer of the government. |
