Jammu, Feb 21: Governor's renewed initiative to tighten noose on the corrupt and tainted officers of the state, is likely to expose the black sheep within the State Vigilance Organization who have slept over the investigations in cases of corruption against bureaucrats and technocrats of the state for vested interests and also the deep nexus between these tainted officers and the politicians who have awarded them with vital postings despite serious allegations against them.
It is ironical that while Governor has directed that decision in all cases pending for sanction of prosecution in various departments should be expedited and a report submitted to him on February 23 morning positively, many of the Civil and Police officers against whom FIRs have been registered are holding vital positions in state administration.
Vinod Sharma, Ex-VC JDA was booked under FIR 18/2014-VOJ on 16/06/2014 for illegal allotment and grabbing of land is currently CEO Economic Reconstruction Agency (ERA), Dilip Thussu, who was booked for serious allegations in Multi-Crore Ganpat Bridge, Pul Doda Scam on October 15, 2013, is again MD JKPCCC, Tushar Kanti, then Director School Education, Jammu, booked in FIR No. 30/2015-VOJ, dated 8/9/2015 in case of Illegal promotion of teachers on basis of invalid degrees is now secretary ARI and training ; Jawaid Ahmad Shah, heavily indicted by the SVC in the inquiry for financial misappropriations as Joint Resident Commissioner Mumbai is presently Secretary State Sports Council; Hemla Agarwal, then Principal SPMR college of Commerce booked under FIR No. 23/2014-VOJ dated 16/08/2014 for purchase of softwares on exorbitant rates and non availability of those softwares in the stores is now Principal Govt Zorawar Singh Degree College, Reasi.
Besides these tainted officers who are heading the Government departments, there are others who have been attached to GAD after they headed government departments. Vinod Koul, who faced serious allegations of corruption as Relief Commissioner for a long time was made Commissioner/Secretary to Government ARI and Trainings department, Asif Hamid Khan, who faced serious allegations of corruption and sexual harassment as Additional Resident Commissioner in New Delhi besides FIR by Delhi Police, was made Managing Director (MD), J&K Agro Industries Development Corporation. Both of them were later attached to the GAD in 2015.
As many as 91 FIRs were registered against Government servants during 2015 involving 158 gazetted officers and 118 non-gazetted officials.
