Tussle between supporters of Assembly dissolution and those awaiting Govt formation | | | BJP waits for sharing power with the PDP. The PDP weighs pros and cons of form ing the Government in alliance with the BJP. While the two keep on waiting for the final stand of Mehbooba Mufti, the three main opposition parties, the National Conference, the Congress and the Panthers Party await dissolution of the state Assembly to be followed by fresh Assembly poll. And the tussle between supporting dissolution of the Assembly and those hoping for the formation of the PDP-BJP coalition Government has enhanced the level of political instability and uncertainty. This uncertainty has enhanced the level of security instability. And since the demise of Mufti Mohd. Sayeed on January 7, there have been series of militancy related incidents in which scores of civilians, militants and security personnel lost their lives and several others were injured. What is disturbing is the way people have started voicing their support to militants whenever these militants are engaged in encounters with the security forces. Equally disturbing is the way large number of people participate in the burial ceremony of slain militants. This development does not seem to bother either the PDP or the BJP as the two alone have the numerical strength in the Assembly which would enable the two form a coalition Government. If the Panthers party, the National Conference and the Congress wait for the dissolution of the Assembly they do so with the hope that fresh election could help them to increase the number of seats won the fresh elections. This they do so because they are convinced that poor performance of the PDP-BJP coalition Government during its 10 month in Office and the anger of people in the Jammu region against the BJP and disillusionment of the voters in the Kashmir valley against the PDP. Well the anger among people in the Jammu region against the BJP is evident from the way there have been series of anti-BJP rallies organized by the panthers Party. People feel that the BJP has not been in a position to fulfill any of the pre-poll promises it had made. The anger among the Kashmiris against the PDP is the result of PDP joining hands with the BJP which is not a favourite political party among the people in the valley. In addition to this if Harsh Dev Singh, Chief of the Panthers Party, has been consistent in demanding dissolution of the Assembly he does so because he is confident that he and his party could regain the ground it had lost in the 2014 Assembly poll when it drew blank. Even the redoubtable Harsh Dev Singh lost the poll battle despite the fact that had earned, once, the distinction of being the best parliamentarian. He had the capacity of highlighting the problems of people. The Panthers party used to win three to four seats but the Modi wave had forced it to draw a blank in the Assembly poll. Harsh Dev Singh and his party colleagues believe that if fresh elections are held the Panthers Party could win more than seven to eight seats. Well both the central Government and the Governor in Jammu and Kashmir are for formation of a coalition Government of BJP and the PDP. That is the reason that the state was placed under the Governor's rule on January 8 when Mehbooba Mufti refused to take the oath as Chief Minister which she was supposed do so within 24 hours of the demise of her father. And when the state was placed under the Governor's rule the Assembly was not dissolved. Though it was not mandatory for the Governor to dissolve the Assembly as he had the option to explore the possibility of Government formation. Even after customary mourning period was over Governor, N.N. Vohra had invited, again, Mehbooba Mufti, PDP Chief, and Sat Sharma, President of the state unit of the BJP, for forming the coalition Government. The BJP had sought time and the PDP Chief delayed heading the Government. Despite these developments the state Assembly was not dissolved thereby indicating that both the PDP and the BJP are waiting for the opportune time to form the coalition Government. It depends not on the BJP but on Mehbooba Mufti. If Mehbooba Mufti refuses to lead the coalition Government there is then no possibility for keeping the Assembly in suspended animation. This way the formation of the coalition Government rests on the final decision of Mehbooba Mufti. She wants political and economic package from the centre and one of her demands, revocation of AFSPA, has been again opposed by the senior Army functionaries on the plea that the security situation in Kashmir not conducive for lifting of the AFSPA. Yes, there are other demands of Mehbooba and it depends on the nod of the centre. If Mehbooba receives a green signal from the centre as far as her demand for political and economic package is concerned she would willingly lead the coalition Government failing which the state will have to face fresh election. |
