Crime Branch proves Thusoo's 'misdeeds' | Whistleblower knocks Raj Bhawan door, shares details of JKPCC MD's frauds | | Hyder Ali Early Times Report Srinagar, Feb 22: In a significant development, a whistleblower has knocked the Raj Bhawan door in Jammu, only to share official documents, which reveal that the Jammu and Kashmir Project Constructions Corporation, Managing Director, Dilip Thusoo was involved in multiple frauds at the JKPCC over the years, and the same was established by the Crime Branch. The case was, however, swept under the rug by the successive regimes owning to the "political patronage Thusoo enjoyed." Highly placed sources said the Raj Bhawan has got a copy of the complaint wherein many of the details of Thusoo's "misadventures including large scale corruption and other frauds" have been revealed along with evidence of official documents. The biggest revelation in the letter, a copy of which lies with Early Times, reveals that in 2008 the Crime Branch had established that Thusoo was party to framing of fake cadre rules in the JKPCC. The Crime Branch in a case registered vide FIR number 16/2008 against certain officials of JKPCC Ltd for fabricating cadre rules issued under fictitious government order number 521 Works of 2001 dated 6-12-2001, had found the complaints true. The Crime Branch sleuths, during the investigations, wherein forensic science laboratory tests were done, found that the signatures of the then Principal Secretary Works had been "forged for framing of the fraudulent rules." Though the orders were allegedly executed to favor Fayaz Ahmed Khan a then JKPCC official for his illegal promotion, sources said Thusoo subsequently used the same orders for his own promotion in the same Corporation. Official sources said the Crime Branch was actually probing a case dating back to FIR No 37 of 2006 wherein Fayaz Khan was accused of having got himself fraudulently promoted as the Deputy General Manager Administration, JKPCC. But subsequently during investigations, Fayaz Ahmed Khan produced a document on cadre rules and promotions to defend his promotion. Suspecting the document of being fraudulent, the inquiry committee had handed over the case to the Crime Branch which sent the documents to forensic experts. In the inquiry it was established that Thusoo was himself also involved in the "crime". Official documents reveal that the Crime Branch had endorsed the allegations in a status report. "The perusal of the case clearly establishes that Shri Fayaz Ahmed Khan has prepared these documents, which in the first instance pertained to cadre strength of posts, and subsequently to the cadre rules. The cadre rules have earned more relevance when these were endorsed by Dileep Thasoo fictitiously, which has been established," the status report reveals. But official sources said this report never saw light of the day as the then PDP-Congress government got the case swept under the rug. The then government in 2008 got Thusoo promoted as MD JKPCC. In 2009, however Omar Abdullah regime removed him from the chair. Thusoo, was attached with the General Administration Department, for providing wrong information to the Chief Minister. He had reportedly informed a high level meeting chaired by Abdullah on July 9, 2009 that construction of auditorium of Srinagar Dental College had been completed. However, during a surprise visit to the Dental College, Abdullah found information given by Thusoo as misleading. But after a few months, Thusoo was again rehabilitated, this time as Managing Director JK Housing Board. He was later given charge of Secretary Sports Council. In October last year, the then PDP-BJP coalition again reinstated Thusoo as MD JKPCC vide a cabinet order despite stiff resistance from the engineers in the Corporation. Sources said Thusoo was promoted as General Manager in JKPCC in 2004 on "fake recruitment rules" and in 2007 was promoted as Executive Director. In 2008 he was elevated to the post of MD. However talking to Early Times, Thusoo termed the allegations baseless. He denied his involvement in the Crime Branch case. "I have no case against me (in the Crime Branch). The one you are talking about pertains to the then DGM Fayaz Khan, not me," Thusoo claimed. |
