New Sub Divisions, Tehsils face staff shortage
243 posts vacant in Revenue deptt

Kishtwar, Feb 22: Kishtwar district was carved out from Doda in 2007, but even after nine years the district is facing shortage of staff.
There are 243 posts vacant in Kishtwar against the sanctioned strength of 401 posts which 61% of the total posts sanctioned for the District spread over three Sub Divisions Marwah, Chatroo and Padder and 11 Tehsils viz Kishtwar, Padder, Chatroo, Marwah, Warwan, Dachhan, Machail, Nagsini, Mughal Maidan, Drabshala and Bunjwah.
As per the details available with "Early Times", newly created Tehsils and Sub Divisions are the worst affected in terms of non availability of the staff.
Even Deputy Commissioner Office Kishtwar is facing the shortage of staff and out of sanctioned 49 posts 18 posts are lying vacant including two posts of Naib Tehsildars, similarly Sub Divisional Magistrate (SDM) Office Chatroo along with other two Sub Divisions are worst affected and out of 10 posts, 8 post are lying vacant at SDM Chatroo office, one of the remotest Sub Division in the state of Jammu and Kashmir after Ladakh is Marwah where out of 10 sanctioned posts 8 posts are lying vacant and the Sub Division is run by SDM and one orderly, in another Sub Division of Padder, out of 10 sanctioned posts 9 posts are lying vacant and the Sub Division is run single handedly by SDM concern.
The condition of the existing Tehsils along with newly curved Tehsil is not far different from DC Office and three Sub Divisions of the District.
As per official record, in Tehsil Office Kishtwar out of 71 sanctioned posts 24 posts are lying vacant, in Tehsil Office Padder out of 38 sanctioned posts 30 are lying vacant, in Tehsil Office Chatroo out of 32 sanctioned posts 16 are lying vacant, in Tehsil Office Marwah out of 31 sanctioned posts 21 posts are lying vacant, in Tehsil Office Warwan out of sanctioned 18 posts 16 are lying vacant and the office is run by Tehsildar and a Junior Assistant, In Tehsil office Dachhan out of 20 sanctione posts 14 posts are lying vacant, in Tehsil Office Machail out of sanctioned 16 posts 13 posts are lying vacant, in Tehsil Office Nagsini out of 20 sanctioned posts 13 are lying vacant, in Tehsil Office Mughal Maidan out of 28 sanctioned posts 19 are lying vacant, in Tehsil Office Drabshala out of sanctioned 28 posts 19 posts are lying vacant and in Tehsil Office Bunjwah out of 20 sanctioned posts 15 posts are lying vacant. Due to non availability of staff in DC Office Kishtwar, Sub Divisions and Tehsils, the day to day public works are suffering badly including the land acquisition works. The worst effected Sub Division Marwah along with Tehsil Machail are the remote and under developed areas of the state as they mostly remained cut of from the rest of the state during winters and majority of the areas of Sub Division Marwah are without road connectivity as well as without electricity and the people living in these areas are facing lot of hardships as far as even for getting the minor work done like issuance of PRCs, Income certificates, Backward certificates (RBA) and even had to suffer to getting the land related documents. Similarly Machail Tehsil is the farthest and remotest area of the state and the area could be reached only after travelling by foot for more than two days under normal weather condition while during winter season Machail Tehsil remains totally cut off from the rest of the world.
While talking to "Early Times" the people living in these areas urged upon concern authorities to take necessary steps towards filling all the vacant posts so that people living in these areas could get the benefits in real sense at their door steps.
