Srinagar, Feb 26: Ineligible beneficiaries, inadmissible financial assistance and late submission of the proposals marred at large the implementation of the vital Indira Awaas Yojana (IAY) in the state of Jammu and Kashmir with GoI curtailing 24.45 due to excessive accumulations of unspent balances and late submission of the proposals.
IAY, a centrally sponsored scheme which was aimed at the construction, upgradation of the dwelling units for the target groups who are below poverty line (BPL) households living in the rural areas of the state and belonging to SC,ST, freed bonded labours, widows, next of the kin of defence personel killed in action, ex-servicemen and retired members of the paramilitary forces. The scheme is funded on cost sharing basis between the GoI and the state government here in the ration of 75:25 and that the houses according to the scheme are constructed by the beneficiaries themselves.
What has marred the implementation of the scheme in the state is that how the authorities created fuss over the issue. The documents reveal that the accumulation of the unspent balances for the state varied between 13.62 crore and 17.54 crore constituting 15 to 21 percent of the available balances. The non- utilisation of the available funds affected through cuts in future releases of funds to the extent of 6.89 crore rupees in as many as 14 districts of the state.
Furthermore, as per the IAY guidelines, the inter- district allocation within a state was to be made by giving 75 percent weight age to the housing shortage and 25 percent weightage to the rural SC/ST population of the concerned districts. On the contrary, while making allotment of the funds, such a criteria was not followed and in 23 blocks funds to the extent of 19.87 crore rupees were released to the excess of teh due amount of 47.25 crore while an equivalent amount was released short in other districts. Also there was a diversion of 3.79 crores from the funds of 4.51 crores specifically sanctioned by the GoI under special package for the rehabilitation of 1172 BPL border displaced families of block Akhnoor whose houses had got damaged due to heavy shelling from across the border. Further the balance of 71.91 lakh rupees remained unspent , giving a clear picture that not even a single penny was spent upon the border victims. Reports revealed that though later an inquiry into the mess was ordered by the concerned authorities but no measure was taken, hence rendering action against the involved a distant dream. Also there was no reason given to why the funds which were meant for the victims of the border firing were diverted and why not even a single rupee was spent upon their rehabilitation. It was also informed that after finding gross irregularities, the GoI curtailed the funds that used to get allotted under the scheme.
