| Shocker! R&B deptt doesn't know number of its engineers | | | Muhammad Mukaram

Srinagar, Feb 26: The Roads and Buildings Department doesn't have any record about the number of engineers working with it.
The department does not have a record of JEs, AEs and AEEs (Mechanical) whose sanction strength is less than 1000. Nine months on, department failed to provide information of Mechanical Engineering staff presently working in the state. Despite serving penalty notice under section 17 of J&K RTI Act and consuming more than 9 months, Manzoor Ahmad PIO of Public Works (R&B) Department provides wrong and incomplete information.
During the disposing off the second appeal filed by the RTI activist Umer Javid, The CIC directed Manzoor Ahmad, PIO of Public Works (R&B) department to provide the information to the information seeker within 30 days and also directed the said PIO to disclose all other information of his department which falls under section 4 of J&K RTI Act. The decision was passed on 21-10-2015 vide No: SIC/CO/SA/294/2015-810, in which the CIC also ordered to serve the penalty notice against the said PIO for failing to provide the information within stipulated time. The CIC further sought the personal appearance of Commissioner/secretary of Public works (R&B) department before the commission for the purpose as laid down in section 22(5) J&K RTI Act-2009.
Despite penalty notice to PIO and personal appearance of Commissioner/ secretary Public Works(R&B) department, the information seeker were not provided any information for 50 days from the commence of the decision from CIC. The aggrieved information seeker Umer Javid again approach to commission with another complaint against the said PIO. The commission has forwarded it to the concerned PIO public works (R&B) department vide its letter No: SIC/CO/SA/249/2015 dated: 02-02-2015 for report and response, by virtue of which some information has been provided to information seeker which comes to be wrong and incomplete. It is pertinent to mention here that the said PIO Manzoor Ahmad is also the head of HRM section of public works department which is meant for to keep the records, seniority and other related information of the officials of department.
The information seeker in his RTI application which was received by the PIO on 06-05-2015 sought the seniority lists of in-service Junior Engineers, Assistant Engineers and Assistant Executive engineers (promoted and In-charges) of diploma and degree holders of Mechanical engineering wing of Public Works (R&B) department, whose sanctioned strength altogether is less than 1000. In response to this and after serving with penalty notice, the PIO uploaded the two seniority list of Junior Engineer, Mechanical (degree holders) on the departmental website of Public Works(R&B) department under section 4 of the J&K RTI Act-2009. One seniority list has been shown as on 31-12-2005 and other has been shown on 01-01-2006. But the irony and arrogance of the PIO is this has that all the Junior Engineers (Mechanical) showed in the seniority list of Degree-holders as on 31-12-2005 has already been promoted to the posts of Executive Engineers and Assistant Executive Engineers (Mechanical) where as 148 out of 268 Junior Engineers (Mechanical) are also been promoted to the post of Assistant Engineer (Mechanical) in the year 2013-2014. As such the PIO has deliberately and intentionally disclose the unspecific and wrong information under section 4 of the J&K RTI Act-2009 despite been served penalty notice by the CIC.
Regarding the seniority list of JE, AE and AEE (Mech) of diploma holders, the PIO send some seniority lists to the information seeker by post. A seniority list of 398 JEs Mechanical (diploma holders) appointed up to 18-03-2005 were provided to the information seeker in which more than 100 JEs are presently retired from the service and some of them are already promoted to AEE and AE. It seems that there is no record of the junior engineers (Mechanical diploma holders) appointed after the year 2005 available with the department. Same is the position with the AEs and AEEs (Mech) diploma holders.
The information seeker also sought the information of in-service diploma holder Mechanical Engineers who had completed their degree courses through distance education mode and fixation of their seniority in the seniority list of degree holders. Which otherwise could had been located from the seniority lists of Mechanical Engineers (degree and diploma holders) itself if would had been provided up-to-date to the information seeker. But till date no specific information were provided to information seeker despite penalty notice.
RTI activist Umer Javid while talking to Early Times said, " I have already filed another complaint in commission against the said PIO who had not provided me the correct and specific information which should be readily available with the PIO itself, despite directions from the CIC during the second appeal and I am waiting for the hearing of the case" He further said the information so provided to me by the said PIO needs another 10 RTI application to get the clear view and if doing so the PIOs used to shout that RTI is being misused and they took refuge under it.
One of the Mechanical Engineer working in the Public works (R&B) department on the condition of anonymity said that this department has become the hub of corruption. These officials of the department are deliberately not disclosing the seniority list of engineers of both diploma and degree holders with the intentions to promote diploma holders against degree holders and vice versa as stop-gap arrangement against the handsome considerations. He further said that H.E Governor's interference in the public works (R&B) department is necessary to bring it on the tract and corruption free. |
