CAPD dealers call off strike as DC assures to release commission | | | Early Times Report KISHTWAR, Feb 26: CAPD dealers have called off their strike, following an assurance from deputy commissioner Ghulam Nabi Balwan that amounts of their commission, which were pending since October 2014, would soon be credited to their bank accounts. They were also assured full payments for the period when the government had announced free ration in the aftermath of September 2014 floods in Jammu and Kashmir. The DC also assured them to take up the matter with the higher authorities for immediate release of Rs 6,34,32,710 which was in addition to the amount released by the department for clearing similar payments. CAPD dealers were on indefinite strike over the non-release of their carriage commission pending since October 2014 as a result of which they were facing problems in clearing the rents of their stores and running their families. Led by their district president Khurshid Ahmed Malik, they yesterday met the DC in his office chamber. CAPD Assistant Director Seema Parihar was also present. The president said they were being harassed in the name of filling of forms for ration cards for the last over six months and added that they were also being victimised in the name of re-verification. He said the forms were earlier rejected twice on one pretext or the other and said that for their no fault, they had once again been asked to make fresh verification of ration cards. He said doing verification was the duty of the concerned department and claimed that they had purchased the forms with their own money. They had also helped the administration for verification and filling up of these forms under newly introduced scheme NFSA. He said due to introduction of NFSA scheme, the commission of CAPD dealers would also get reduced as a result of which their families would also had to suffer and it would become difficult for them to pay rent of shops. He also slammed the department for charging Rs 7.28 for each empty jute bag while the market price of the same was from Rs2 to Rs 2.50 and added that while the value of plastic bags was zero in the market, the department was charging from the dealers as per the price of jute bags. He said they had called off their strike on the DC's assurance that all their pending dues would be credited to their bank amounts. In case the needful was not done, they would resume their strike, he threatened. He said the DC directed CAPD AD to clear the liabilities from the funds allotted to her by the department and follow the process of release of funds vigorously so that the liabilities of dealers could be cleared in a short span of time. The AD, in the official communication to the CAPD director, Jammu, has stated that there is a liability of Rs 6,34,32,710 in six circles (Tehsil Supply Officers) of Kishtwar district. As per letter No ADCAPD/K/2015/3086-87 of February 25, 2015, the AD urged upon the director to release the carriage commission and loading/unloading charges of relief ration distributed to flood affected families of September 2014. While referring to the strike call of the dealers, the letter stated that strike had affected the work of verification of e-ticket under NFSA and added that amount released would only cover the payments of FPS dealers of three months from September 2015 and urged upon the concerned officer to release the funds in favour of district Kishtwar, ie Kishtwar -- Rs 4704080, Nagsini - Rs 3500000, Chatroo - Rs 7753904, Padder - Rs 35620663, Dachhan - Rs 1084075 and Marwah/Warwan - Rs 10769988) for smooth implementation of NFSA. |
