SIC without secy for 5 months, govt unmoved | | | Early Times Report
Jammu, Mar 12: The state information commission (SIC) has surprisingly been without a secretary for the last five months. The post of chief information commissioner has also fallen vacant after retirement of G R Sufi. The government prematurely transferred SIC secretary in October last year in a gap of just 4 months of his posting in SIC. The chief information commissioner used to be consulted prior to the posting or transfer of secretary or any other SIC staff member, but after the erstwhile Omar-led government repealed the J&K RTI rules, the government hardly consults CIC. Details available with Early Times reveal that Ghulam Nabi Balwan was posted as SIC secretary on May 18 last year and in a gap of just 4 months, he was transferred and posted as deputy commissioner, Kishtwar. The amended RTI Rules 2012 while discussing about the appointment of secretary say: "Secretary means an officer appointed by government not below the rank of Special/Additional Secretary." The government could even appoint an officer of the rank of additional secretary as SIC secretary. "For the last three years, four SIC secretaries have been prematurely transferred. The governor must take a note of it. This is not the issue of premature transfers but it is a step towards weakening the RTI institution and the government is also equally responsible for it, said Dr Raja Muzaffar Bhat of Jammu and Kashmir RTI Movement "If SVC can advice the government to make appointment of staff for the vigilance commission, why can't CIC have the similar role? Why isn't PDP-BJP coalition Govt repealing the existing RTI rules and restoring 2010 RTI Rules?" said Balvinder Singh of Sangharsh RTI Movement. |
