ADC keeps transfers in abeyance
Shifting of teachers violates Transfer Policy

Kishtwar, Mar 12 : In the much publicized case of transfer of 240 teachers in Kishtwar district allegedly in violation of the transfer policy, Additional Deputy Commissioner, Kishtwar, who was appointed as Chairman of the 3-member committee formed by the deputy commissioner to probe into the transfers, today ordered to keep in abeyance order No CEO/K/NG/2016/25462-66 of February 5, 2016 till the outcome of the inquiry.
As per the details available with Early Times, after protests by teachers and political parties, Deputy Commissioner, Kishtwar, Ghulam Nabi Balwan vide order No DDCK/Plg/Edy/47/2015-16/9373-78 of February 9, 2016 constituted three member committee comprising of ADC, Kishtwar, Kishori Lal Sharma, Principal DIET Kishtwar Gayan Chand and DIET HoD Javed Ahmed Kichloo to probe the allegations of favouritism, nepotism, corruption and violation of transfer policy.
Moving ahead with the investigation, ADC Kishtwar vide order No. DCK/HQA/1091-95/15 dated 11-03-2016 ordered for keeping the transfer list in abeyance after the joint decision was taken by all the three members of committee, but later the order was modified to the extent that it pertains to the victims who had approached DC, Kishtwar. "The committee, which met today after examining the representations/allegations, also met the deputations, finds prima facie substantial disregard of the transfer policy and decided that till the inquiry is completed, the impugned transfer order be put on hold to avoid the chaos in the department when the session is on," reads the ADC's order. Meanwhile, the teachers who had already joined new places of posting, have refused to join back at previous places and termed the ADC's stay order in violation of rules and regulations and added that only DC Kishtwar or the Director School Education has the power to keep the transfer order in abeyance. They said that the transfer orders were made with the consent of the Director School Education (DSE), Jammu, and until and unless DSE issued fresh order, they would not report to previous places of posting. They said the directions should be restricted to the extent of those who had submitted their representation before the committee which was later agreed after the intervention of DC, Kishtwar.
Meanwhile, teachers have demanded immediate vacation of posts of general line teachers occupied by the regularized ReTs in the district. They said that about 82 ReTs were posted at convenient places by the education department against the posts reserved for general line teachers and said that all those influential ReTs should be sent back to their original places of posting with immediate effect.
